2.2 European Directives compliance
H3C VG 10-10/10-11 complies with the following European Directives: 89/336/EC
(electromagnetic compatibility), 73/23/EC (low voltage).

2.3 USA regulatory compliance
2.3.1 FCC Part 15
H3C VG 10-10/10-11 complies with Part 15 of the FCC Rules. Operation is subject to
the following two conditions:
z This device may not cause harmful interference.
z This device must accept any interference received, including interference that may
cause undesired operation.
If the customer modifies the equipment without the authorization of Huawei-3Com,
which directly or indirectly contribute to the equipment incompliance with FCC
requirements for Class B digital devices, Huawei-3Com is not liable for such

interference problem and the expenses incurred therefrom shall be covered by the
customers.
Note:
This equipment has been tested and found to comply with the limits for a Cla ss B digital
device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide
reasonable protection against harmful interference in a residential installation. This
equipment generates,uses and can radiate radio frequency energy and, if not installed
and used in accordance with the instructions, may cause harmful interference to radio
communications. However,there is no guarantee that interference will not occur in a
particular installation.If this equipment does cause harmful interference to radio or
television reception,which can be determined by turning the equipment off and on, the
user is encouraged to try to correct the interference by one or more of the following
measures:
z Reorient or relocate the receiving antenna.
z Increase the separation between the equipment and receiver.
z Connect the equipment into an outlet on a circuit different from that to which the
receiver is connected.

Chapter 3 Safety Information
3.1 Overview
This section introduces part of the safety precautions that sh ould be followed during the
installation and maintenance of the equipment of Huawei-3Com.
Note:
Before any operation is performed, please read the operation instructions and
precautions carefully to minimize the possibility of accidents. The Note, Caution,
Warning and Danger items in other manuals do not cover all safety precautions that
should be followed. They are only the supplements to the safety precautions for
operations as a whole. Therefore, the personnel in charge of the installation and
maintenance of the Huawei-3Com products ar e required to underst and th ese basics of
safety operation .
In performing various operations, please follow the local safety regulations. The safety
precautions introduced in the product manuals are supplementary and subject to the
local safety regulations.
When various operations are executed on the Huawei-3Com products, the precau tions
and special safety instructions provided by Huawei-3Com must be followed to the full.
The personnel in charge of the installation and maintenance of the Huawei-3Com
products must be trained as professionals to master the prope r operating methods a nd
all safety precautions. Only the trained and qualified personnel can perform operations
such as equipment installation and maintenance.

3.1.1 Conventions Used
The symbols in this manual are shown in the following table. They are used to remind
the reader of the safety precautions during equipment installation and mainte nance.

Safety precautions are classified into the following levels: Danger, Warning, Caution
and Note.
Danger: Suggests the possibility of a fatal accident or body injury if safety precautions
are ignored.
Warning: Suggests the possibility of a major accident or severe injury, or equipment
damage, if safety precautions are ignored.
Caution: Suggests the possibility of a severe injury, or equipment damage, if safety
precautions are ignored.

3.1.2 General Requirements
In order to reduce the technically unavoidable residual risk to a minimum, it is
imperative to follow the rules below:
z Read all the instructions before operation.
z Do not block ventilation openings while the system is on, and keep at least 5 cm
distance from ventilation openings and walls or other things which may block the
openings
z To reduce the risk of fire, use only No. 26 AWG or larger telecommunication line
cord
z No operation can be done on the device and cables when lightning.
z To avoid electric shock, do not connect safety extra-low voltage (SELV) circuits to
telephone-network voltage (TNV) circuits.
z For safety It is not recommended to wear jewelry and watch during operation on
device.
z Installation, configuration and disassembly must be done only by skillful personnel
according to the documents concerned.
z The unit/system must be operated by experts and authorized users only.
z Any replacement or change to the system or parts of the system (including the
software) must be done by qualified or authorized personnel of Huawei-3Com.

z Any fault and error that might affect safety must be reported immediately by the
user to the person in charge.
z Removal or disabling of safety facilities, troubleshooting, and maintenance of the
equipment must be done by qualified specialists only.
All parts of the document must be followed to the full. The document also serves as a
guide to the selection of measuring and test equipment.
3.2 Electricity Safety
3.2.1 High Voltage
Danger:
High voltage power supply offers electric power for equipment ope ration. Direct contact
or indirect contact (via damp objects) with high volt age and AC mains supply may result
in fatal danger.
Safety Information
z During the installation of AC power supply facility , the local safety regulations must
be followed. The personnel who install the AC facility must be qualified for high
voltage and AC operations.
z Conducting articles, such as watch, hand chain, bracelet and ring are prohibited
during the operation.
z When water is found in the rack, or the rack is damp, please imme diately switch off
the power supply.
z When operation is performed in a damp environment, make sure that water is ke pt
off the equipment.
Warning:
Non-standard and improper high voltage operations may result in fire and electric
shock. Therefore, AC cable bridging and wiring through a certain area must follow the
local rules and regulations. The personnel who perform high voltage operations should
be qualified for high voltage and AC operations.

3.2.2 Tools
Warning:
During high voltage and A C operations, special tools sho uld be used. It is not permitted
to use common tools or tools brought by the operator.
3.2.3 Drilling
Warning:
Drilling on the rack without permission is strictly prohibited. Drilling that does not satisfy
the requirements concerned may damage the wires and cables inside the rack. If the
metal swarf from the drilling gets into the rack, it may result in short-circuit of the circuit
boards.
Safety Information
z If it is necessary to drill a hole on the rack, insulation protection gloves must be
worn, and the cables inside the rack should first be removed.
z During the drilling, make sure that the eyes of the operator are well protected. The
spattering swarf may cause injury to the eyes.
z Make sure that the metal swarf does not get into the rack.
z Non-standard drilling operation may damage the electromagnetic shielding
performance of the rack.
z After the drilling, please clean up the metal swarf in time.
3.2.4 Thunderstorm
Danger:
High voltage and AC operations, or operations on a steel tower and a mast on a
thunderstorm day are prohibited.

On a thunderstorm day,the electromagnetic field generated in the thunderstorm area
may cause damage to electronic parts. In order to prevent the equipment from being
damaged by lightning, proper grounding is required.
3.2.5 Electrostatic
Caution:
The electrostatic(static electricity) generated by human body may damage the
electrostatic-sensitive components on the circuit board, such as large-scale integrated
circuit (LIC).
z In the case of human body moving, clothes friction, friction between shoes and
ground, holding ordinary plastic in hand, the human body will generate a static
electromagnetic field that will remain with the human body for a long time.
z Before touching the equipment, hand-holding, circuit boards, or ASICs, a
grounded electrostatic discharge(ESD) wrist strap should be worn to prevent the
sensitive components from being damage by the electrostatic in human body.

3.3 Miscellaneous
3.3.1 Lifting Heavy Objects
Warning:
When lifting heavy objects, it is prohibited to stand or walk under the arm or the lifted
object.
3.3.2 Sharp Objects
Safety Information
Warning:
When the equipment is carried by hand, protection gloves should be worn to avoid
injury by sharp objects.
3.3.3 Plug/Unplug Board
Note:
When plugging the board, the operator should not push it too hard; otherwise the pins
on the backplane may be distorted.
z The board should be inserted along the slot guide. Try to avoid contacts between
the circuit sides of the board and other boards, which will result in short-circuit or
scratch.
z When holding a board in hand, do not touch the board circuit, components,
connectors, and connection slots.

3.3.4 Binding Signal Lines
Note:
Signal lines should be bound separately from strong current lines or high volt a ge lines.
The spacing of the binding should be 150mm at minimum.

4.1
概述
本章节介绍了在安装、日常维护本华为三康系列设备时，必须遵循的安全规范。
说明：
为了避免可能发生的事故，请在进行任何操作前，仔细阅读设备操作手册和本章节的安
全规范。手册中出现的说明、注意、警告、危险，不能涵盖所有的安全防范，仅仅是在
整个操作过程中的安全提示和补充。因此，负责安装和日常维护本设备的人员必须具备
安全操作基本技能。
操作人员要按照当地的安全规范进行操作。出现在产品手册中的安全防范措施仅仅是当
地安全规范的补充。
在操作本设备时，请认真执行产品手册规定的安全规范。
设备安装、维护人员必须通过专业培训，并且掌握足够的操作技能和安全防范意识。只
有专业人员才能担任本设备的安装和维护工作。
4.1.1 应用惯例
表 4-1 的安全标识，是用来提示读者在进行设备安装和维护时的安全预防要求。.

4.1.2 通用要求
为了避免对人和设备造成伤害，请认真执行下列要求：
z 在进行操作前仔细阅读手册内容。
z 设备在工作时必须确保通风口的畅通，确保设备离墙壁或是其它的可能堵塞通风口
的物体的间距至少 5cm。
z 为了降低发生火灾的危险，请使用 NO.26 AWG 或更粗的电缆。
z 打雷时禁止对设备和线缆进行操作。
z 为了避免电击危险，禁止将安全特低电压电路（SELV）与通信网络电压电路（TNV）
相连接。
z 在操作设备时请不要穿戴珠宝和手表。
z 必须由专业人员根据相关的资料来进行设备的安装、配置和拆除。
z 设备和系统必须由专业人员进行操作。
z 必须是华为三康公司的专业人员进行对设备的所有的升级、更替以及部件的更换工
作，包括软件部分。
z 任何可能导致安全隐患的故障和错误，必须立即向设备负责人报告。
z 涉及到安全保护的任何变动和设备维护，必须由专业人员来进行。

安全信息
本章节的内容必须严格遵守。本手册也可以做为进行设备测试的指导。
4.2
用电安全
4.2.1 高电压
高压电源为设备运行提供电气能源，直接或是间接（通过潮湿的物体）接触高压电源和
AC 交流电源输入，都会导致伤亡。
z 必须按照当地安全规定进行 AC 交流电源输入的安装。负责电源安装的人员必须是
z 在操作中不能穿戴导电性的物品，如：手表，手琏，手镯和项链等。
z 当有液体进入机架或机架有损坏时，请立即切断电源。
z 在潮湿环境下进行安装时，请避免液体进入设备。

通过高压和电源操作专业培训的专业人员。
警告：
不规范和不适当的高压电源操作，都会导致失火和电击危险。因此，必须由专业人员按
照当地电气安全规定配置线缆。

4.2.2 工具
警告：
在进行高压电源和 AC 交流电源操作时，必须使用专门安装工具，不允许使用普通的或
是自行带来的安装工具
4.2.3 钻孔
警告：
禁止在机架上进行任何没有获得许可的钻孔操作。否则将会损坏内部的线缆线路。因钻
孔产生的金属屑进入设备也会引起设备的短路。

z 如果需要在机架上钻孔，必须戴绝缘手套，机架内的线缆必须移走。
z 在钻孔工程中，确保操作人员进行眼睛保护，以防飞溅的金属屑进入眼睛引起伤害。
z 确保金属屑不进入机架内。
z 不规范的钻孔操作会破坏机架的电磁防护功能。
z 钻孔结束后，及时清除金属屑。
4.2.4 防雷击
禁止在雷雨天进行高压电源和 AC 交流电源安装操作，对金属架和天线的操作也是不允
许的。
雷雨天会产生电磁场，从而损坏设备的电气部件。为了防止闪电对设备的损坏，请采取
必要的接地措施。
4.2.5 静电保护
危险：
注意：
人体产生的静电会损坏电路板上的静电敏感器件，如 LSIC。

z 人体移动时，由于衣物的摩擦，鞋子和地面的摩擦，手握普通塑料物，人体会产生
静电磁场，而且会持续很长时间。
z 在接触设备、电路板、ASIC 前，必须佩带防静电护腕，以防止静电敏感部件被人
体所带的静电损坏。

die Installation und Instandhaltung der Ausrüstung von Huawei-3Com verantwortliche
Personal mit allen Sicherheitshinweisen vertraut machen.
Bei der Durchführung der verschiedenen Arbeitsschritte müssen außerdem die
örtlichen Sicherheitsvorschriften beachtet werden. Die in den Handbüchern der
einzelnen Produkte aufgeführten Sicherheitshinweise sind Ergänzungen und
unterliegen den nationalen Sicherheitsvorschriften.
Während der Arbeit mit den Produkten von Huawei-3Com sind deshalb grundsätzlich
alle Sicherheitsvorschriften und sp ezifischen Sicherheitshinweise genau zu beachten.
Das für die Installation und Instandhaltung der Produkte von Huawei-3Com
verantwortliche Pesonal muss geschult werden, um alle Sicherheitsvorschriften zu
kennen und die richtigen Arbeitsmethoden anwenden zu können. Nur geschultes und
qualifiziertes Personal kann die Installation und Instandhaltung in korrekter Weise
durchführen.

5.1.2 5.1.2 Allgemeine Anforderungen
Um das technisch bedingte Restrisiko auf ein Minimum zu begrenzen, ist es unbedingt
erforderlich, die folgenden Regeln zu beachten:
z Lesen Sie alle Anweisungen sorgfältig durch, bevor Sie mit dem Arbeiten
beginnen.
z Sorgen Sie dafür, dass die Öffnungen der Ventilation zu keinem Zeitpunkt
verschlossen, verstopft oder anderweitig blockiert sind. Zwischen den
Ventilationsöffnungen und Wänden bzw. anderen Gegenständen muss stets ein
Abstand von mindestens 5cm bestehen.
z Um die Brandgefahr zu minimieren dürfen ausschließlich Nr. 26 AWG oder
leistungsfähigere Telekommunikationskabel verwendet werden.
z Wenn die Gefahr eines Blitzeinschlages besteht, darf weder an der Vorrichtung
noch an den Kabeln gearbeitet werden.

z Um einen elektrischen Schlag zu vermeiden, dürfen Kleinspannungsschaltungen
(SELV) nicht mit Telefonnetzwerken (TNV) verbunden werden.
z Aus Sicherheitsgründen dürfen bei Arbeiten mit der Ausrüstung keine Uhren,
Armbänder, Ringe oder anderer Schmuck getragen werden.
z Installation, Einrichtung und Demontage der Ausrüstung dürfen nur durch
geschultes und qualifiziertes Fachpersonal durchgeführt werden.
z Das System darf nur von qualifizierten und bevollmächtigten Fachkräften
betrieben werden.
z Jeder Austau sch und jede Änderung am System und seinen Teilen (einschließlich
der Software) darf nur vom qualifizierten und bevollmächtigten Fachpersonal von
Huawei-3Com durchgeführt werden.
z Jeder aufgetretene Fehler und jede Funktionsstörung, welche die Sicherheit
gefährden können, müssen unverzüglich vom Betreiber dem verantwortlichen
Personal berichtet werden.
z Entfernen oder Abschalten von Sicherheit seinrichtungen sowie die Inst andhaltung
der Ausrüstung dürfen nur von qualifizierten Fachkräften durchgeführt werden.
Alle Teile dieses Handbuches sind zu beachten.Das Handbuch dient gleichzeitig als
Ratgeber bei der Auswahl von zusätzlichen Messinstrumenten und Testvorrichtungen.

5.2 Elektrische Sicherheit
5.2.1 Hochspannung
Gefahr:
Hochspannungsleitungen stellen die für die Arbeit der Ausrüstung erforderliche
Energie zur Verfügung. Direkter oder indirekter Kontakt (z. B. durch feuchte
Gegenstände) mit Hochspannung und Wechselstromversorgung kann zu tödlichen
Unfällen führen.
z Bei der Installation der Wechselstromversorgung sind die örtlichen
Sicherheitsbestimmungen zu beachten. Das Perso nal muss besonders qualifiziert
sein für das Arbeiten mit Hochspannung und Wechselstrom.
z Es ist nicht erlaubt während dieser Arbeiten leitende Gegenstände wie Uhren,
Armbänder, Armreifen und Ringe am Körper zu tragen.
z Sollte sich Wasser im Baugruppenträger befinden oder der Baugruppenträger
feucht sein, ist die Energiezufuhr sofort zu unterbrechen und das System
abzuschalten.
z Muss in einer feuchten Umgebung gearbeitet werden, ist sicherzustellen, dass
kein Wasser in die Ausrüstung dringen kann.

Warnung:
Die Nichtbeachtung der Sicherheitsvorschriften bei der Arbeit mit Hochspannung kann
zu Feuer und elektrischem Schlag führen. De shalb m uss die Verlegung von Leitungen
und Verbindungen den örtlichen Anforderungen und Sicherheitsvorschriften
entsprechen. Arbeiten mit Hochspannung dürfen nur von qualifiziertem Fachpersonal
durchgeführt werden.
5.2.2 Werkzeuge
Warnung:
Für Arbeiten mit Hochspannung und Wechselstrom sind Spezialwerkzeuge zu
verwenden. Es ist nicht erlaubt, herkömmliche Werkzeuge oder Werkzeuge des
Bedienpersonals zu benutzen.

5.2.3 Bohren
Das Anbohren des Baugruppent rägers ist verboten. Am Baugruppenträger d arf nur mit
Erlaubnis gebohrt werden. Um die Beschädigung der im Inneren des
Baugruppenträgers verlaufenden Kabel und Leitungen zu vermeiden, sind beim
Bohren die Sicherheitsanforderungen zu beachten. Beim Bohren können Metallspäne
in den Baugruppenträger gelangen und Kurzschlüsse in den Leiterplatten auslösen.
z Sollte es wirklich erforderlich sein, in den Baugruppenträger ein Loch zu bohren,

5.2.4 Gewitter
Gefahr:
Arbeiten mit Hochspannung und Wechselstrom oder Arbeiten auf Stahltürmen und
masten während eines Gewitters sind verboten.
Das elektromagnetische Feld, das während eines Gewitters entsteht, kann die
Elektronik beschädigen. Um die Ausrüstung vor Beschädigung durch Blitzschlag zu
schützen, ist eine ordnungsgemäße Erdung erforderlich.
5.2.5 Elektrostatische Entladung

Achtung:
Die durch den menschlichen Körper erzeugte elektrostatische Energie (statische
Elektrizität) kann die gegen elektrostatische Entladung besonders empfindlichen Teile
der Leiterplatten, wie z. B. die Schaltkreise (LIC), beschädigen.
z Hält man einen herkömmlichen Kunststoffgegenstand in der Hand, wird bei jeder
Bewegung des menschlichen Körpers durch die Reibung d er Kleidung aneinander
oder durch die Reibung der Schuhe mit dem Boden ein ele ktromagnetisches Fel d
erzeugt, welches für lange Zeit im Körper bestehen bleibt.
z Deshalb ist es erforderlich, vor jeder Berührung der Ausrüstung, der Leiterplatten
oder Schaltungen ein geerdetes Armband zur elektrostatischen Entladung zu
tragen. So können die sensiblen Teile vor einer Beschädigung infolge der im
Körper vorhandenen Elektrostatik geschützt werden.

5.3 Sonstiges
5.3.1 Anheben schwerer Gegenstände

Um sich vor Verletzungen zu schützen dürfen scharfkantige Gegenstände nur mit
Schutzhandschuhen angefasst und transportiert werden.

5.3.3 Einsteckplatinen
Anmerkung:
Beim Einstecken einer Platine darf kein zu großer Druck ausgeübt werden, ansonsten
kann es zur Verdrehung der Kontakte kommen.
z Die Platine muss exakt längs zum Einschub eingeführt werden. Verhindern Sie,
dass sich die Schaltkreise der Platinen berühren. Das kann zu Kurzschluss oder
Kratzern auf der Platine führen.
z Berühren Sie nicht mit den Fingern die Schaltkreise, Einzelkomponenten,
Verbindungen und Verbindungsschlitze.
5.3.4 Zusammenlegen von Signalleitungen

Signalleitungen sollten getrennt von Hochspannungsleitungen verlegt werden. Der
