WARNING
In accordance with IMO MSC Circular 862, the apparatus equipped on or after 1
st
February 1999, the procedure of distress-call activation is modified to prevent false call. In emergency, press and hold “DISTRESS” button until beeping sound changes from intermittent to continuous. ( approximately 3 to 4 seconds )
CAUTION
In accordance with IMO MSC68 resolution, the apparatus equipped on or after 1st January 2000 is modified to output alarm when no position and UTC data is received from navigation equipments, such as GPS, or no position and UTC data is entered by manual operation for 4 hours or more. When the following alarms are outputted, check the function of the navigation equipment, and check the connection between the navigation equipment and VHF radiotelephone. Or input correct position and UTC data manually . Regarding detailed operation, refer to following instructions.
For the prevention of unnecessary distress relay transmission, the apparatus equipped on or after January 1
st
2000 is modified to automatically eliminate received distress-
message which passed 48 hours or more. Even if you intend to read received distress-message in accordance with clause 4.1.15 of instruction manual, the old message which passed 48 hours or more is not shown and audible alarm is outputted. They are not the abnormalities of apparatus. Moreover, even if you intend to read message which has not received, no message is shown and audible alarm is outputted.
When power source is left off more than a week, the power source for internal clock discharges up to empty then the clock will be stopped. In the usual display as indicated below, the date, UTC, latitude and longitude data from nav aid such as GPS is displayed instead of internal clock. In spite of correct date and time is shown in the usual display, the internal clock may differ with correct value. Set date and time again in accordance with clause 4.3.18 of instruction manual, when turned the power on. Time data of internal clock is used for 48 hours counting instead of GPS clock which may be interrupted.

The screen returns to usual display and the manually entered position / UTC / date information are displayed. When no position / UTC data is received from GPS, or when no position / UTC data is entered manually before 4 hours pass, the alarm is outputted again.
When left 23.5 hours or more, without GPS data input or manual input, the position information is eliminated as "9999999999” and UTC information is also eliminated as "8888". Distress message is transmitted without position / UTC information as ”9999999999” and ”8888”, when activated above condition.

CAUTIONS AGAINST HIGH VOLTAGE
Radio and radar devices are operated by high voltages of anywhere from a few hundred volts up to many
hundreds of thousands of volts. Although there is no danger with normal use, it is very dangerous if contact is
made with the internal parts of these devices. (Only specialists should attempt any maintenance, checking or
adjusting.)
There is a very high risk of death by even a few thousand volts, in some cases you can be fatally electrocuted
by just a few hundred volts. To prevent accidents, you should avoid contact with the internal parts of these
devices at all costs. If contact is inevitable as in the case of an emergency, you must switch off the devices and
ground a terminal in order to discharge the capacitors. After making certain that all the electricity is discharged,
only then can you insert your hand into the device. Wearing cotton gloves and putting your left hand in your
pocket, in order not to use both hands simultaneously, are also very good methods of shock prevention.
Quite often, an injury occurs by secondary factors, therefore it is necessary to choose a sturdy and level
working surface. If someone is electrocuted it is necessary to thoroughly disinfect the affected area and seek
medical attention as soon as possible.
Cautions concerning treatment of
electrocution victims
When you find an electrocution victim, you must first switch off the machinery and ground all circuits. If you are
unable to cut off the machinery, move the victim away from it using a non-conductive material such as dry
boards or clothing.
When someone is electrocuted, and the electrical current reaches the breathing synapses of the central
nervous system inside the brain, breathing stops. If the victim's condition is stable, he or she can be
administered artificial respiration. An electrocution victim becomes very pale, and their pulse can be very weak
or even stop, consequently losing consciousness and becoming stiff.
Administration of first aid is critical in this situation.

First aid
Note points for first aid
Unless there is impending danger leave the victim where he or she is, then begin artificial respiration. Once you
begin artificial respiration, you must continue without losing rhythm.
(1) Make contact with the victim cautiously, there is a risk that you may get electrocuted.
(2) Switch off the machinery and then move the victim away slowly if you must.
(3) Inform someone immediately (a hospital or doctor, dial emergency numbers, etc.).
(4) Lay the victim on his or her back and loosen any constrictive clothing (a tie, or belt).
(5) (a) Check the victim's pulse.
(b) Check for a heartbeat by pressing your ear against the victim's chest.
(c) Check if the victim is breathing by putting the back of your hand or face near the victim's face.
(d) Check the pupils of the eyes.
(6) Open the victim's mouth and remove any artificial dentifrice, food or chewing gum. Leave the mouth
opened and flatten the tongue with a towel or by putting something into the mouth to prevent the victim's
tongue from obstructing the throat. (If he or she is clenching their teeth and it is difficult to open the mouth,
use a spoon or the like to pry open the mouth.)
(7) Continually wipe the mouth to prevent the accumulation of saliva.

If the victim has a pulse but is not breathing
("Mouth to mouth" resuscitation) Figure 1.
(1) Place the victim's head facing backward (place something under the neck like a pillow).
(2) Point the chin upward to widen the trachea.
(3) Pinch the victim's nose, take a deep breath, then put your mouth over the victim's mouth and exhale
completely, making sure that your mouth completely covers the victim's mouth. Then remove your mouth.
Repeat this routine 10 to 15 times per minute (holding the nostrils).
(4) Pay attention to the victim to notice if he or she starts to breath. If breathing returns, stop resuscitation.
(5) If it is impossible to open the victim's mouth, put something like a plastic straw or vinyl tube into one of the
nostrils then blow air in while covering the mouth and the other nostril.
(6) Occasionally, when the victim comes back to consciousness, they immediately try to stand up. Prevent this
and keep them in a laying position. Give them something warm to drink and be sure that they rest (do not
give them any alcohol).
Administering artificial respiration by raising the head.
(1) Raise the back of the head, then place one
hand on the forehead and place the other
hand under the neck. q
Most victims open their mouth when doing this,
making "mouth to mouth" resuscitation easier.
(2) Cover the victim's mouth by opening your
mouth widely, then push your cheek against
the victim's nose, w
or pinch the victim's nose to prevent air from
leaking out of it. e
(3) Completely exhale into the lungs.
Exhale into the lungs until the chest is inflates.
You have to blow as rapidly as possible for the
first 10 times.

If the victim has no pulse and is not breathing

If the victim has no pulse, his or her pupils are dilated, and if you cannot detect a heartbeat, the heart may
have stopped, beginning artificial respiration is critical.
(1) Put both hands on the diaphragm, with hands on top of each other keeping both arms straight. (If your
elbows are bent, you cannot push with as much power.) Press the diaphragm with your body weight until
the chest sinks about 2 cm (about 50 times per minute).
(2) If administering first aid when alone:
Perform the heart massage about 15 times then blow in twice. Repeat this routine.
If administering first aid with two people:
One person performs the heart massage 5 times, and the other person blows air in once. Repeat this
routine. (Heart massage and "mouth to mouth" resuscitation used together.)
(3) Constantly check the pupils and the pulse, if the pupils become normal and the pulse steadies, keep them
in a laying position and give them something warm to drink, be sure that they rest (do not give them any
alcohol.). In any case you have to entrust major decision making to a doctor. Having understanding people
around is essential to the victim's recovery from the mental shock of electrocution.

Thank you for choosing the JHS-32B International VHF Radiotelephone. This unit can be used as a VHF radiotelephone in the Global Maritime Distress and Safety System (GMDSS) and is installed on small and large ships to make distress calls and normal calls. This unit complies with international regulations.
Before attempting to operate this unit, read this instruction manual
thoroughly to ensure safe and correct operation of this unit in accordance with the warning instructions and operation procedures
in this manual.
Storing this instruction manual carefully for future reference is highly
recommended. This manual will provide useful instructions in the
event of an operational problem or malfunction.

Handling Precaution

Do not disassemble or customize this unit. Doing so may cause fire, electrical shock, or malfunction.
Do not use a voltage other than specified. Doing so may cause fire, electrical shock or malfunction.
Do not remove the protective covers on the high voltage terminals. Doing so may cause electrical shock.
If a distress call is received, make sure to inform the ship's captain or officer in charge.This affects life of the crew and passengers on the ship in distress.
Read this instruction manual thoroughly to ensure safe and correct operation, especially in distress situation. However, be careful strictly not to transmit false distress call in practicing this unit.
This unit is also used for distress communication, in addition to usual communication. Contact JRC or our agent if any problem is observed in this unit on usual operation or inspection. Do not ignore and leave any problems of this unit.

Handling Precaution
Do not use this equipment for anything other than specified. Doing so may cause failure or malfunction.
Do not turn the trimmer resistors or the trimmer capacitors on the PCB unit, except when and if they need to be adjusted. Doing so may cause failure or malfunction. They are preset at the factory.
Do not install this equipment in a place near water or in one with excessive humidity, steam, dust or soot. Doing so may cause fire, electric shock, or malfunction.
Do not insert anything flammable into the cable guide. Doing so may cause fire, electric shock or unit malfunction.
Do not get this equipment wet or spill any liquids on or near this equipment. Doing so may cause electrical shock or malfunction.
Do not place this equipment anywhere vibration or impact is likely to occur. Doing so may cause a fall resulting in injury or damage to property.
Leave installation of this equipment to our service center or agents. Installation by an unauthorized person may result in malfunction.
The ID number, position data and UTC data described in this instruction manual are an example. Input correct ID number, position data and UTC data for actual use.

To operate this unit, an ID number must be assigned before operation. If one has not yet been assigned, contact our agent or service center. To check if it is registered or not, see "4.3.19 Reviewing System Setup" in this manual.
Always listen to CH16 (channel 16) except when talking on a specific channel.
Do not make a distress call except in an emergency.
When making a distress call, follow the instructions of the ship's captain or officer in charge.
Do not make a test distress call as doing so will inconvenience local shipping and Rescue Centers.
If a false distress call is transmitted accidentally, follow the instructions below:
1) Press
STOP
to terminate transmission of the distress call.
2) Report the false distress call to a nearby RCC (Rescue Co-ordinate Center).

Information to be reported: The date/time, location, and reason why the false call was
transmitted. Also report the name, type, nationality, ID number of the ship, as well as the unit model name and manufacture number/date when possible.
3) Report the false distress call to nearby ships using CH16.

Making a Distress Call
Do not make a distress call except in an emergency.
When making a distress call, follow the instructions of the ship’s captain or officer in charge.

3 to 4 seconds, the beeping tone changes from
intermittent to continuous, and distress message
is transmitted.

"DISTRESS CALL" indication on LCD flashes
while intermittent beeping tone. If the key is
pressed continuously for 3 to 4 seconds, the
flashing "DISTRESS CALL" indication becomes

Terminating Transmission of a Distress Call
CAUTION
If a false distress call is accidentally transmitted, terminate transmission immediately. Even though
STOP
was pressed, the distress message has already been transmitted. Use CH16 to inform local shipping and rescue operations that the transmission was false.

Receiving a Distress Call
When a distress call is received, the DISTRESS & URGENCY LED lights up and alarm sounds. Up to 20 received distress calls are automatically stored in the memory for future reference. When a printer is connected, the distress call is automatically printed out.
When a distress call is received, be sure to inform the ships captain or officer in charge. This affects the life of the crew and passengers on the ship in distress.
TIP
A distress call has priority over all other operations.
The distress message is first transmitted 5 times consecutively, followed by random intervals of 3.5 to
4.5 minutes thereafter. This process is repeated until a response is received.
When a navigation system is connected, position and time data from the system is automatically added to the distress massage.
When no navigation aid is connected, the position and time data is transmitted as dummy data.
When a printer is connected, the distress message is automatically printed out.
Standby reception is carried out on CH16 during 3.5 min. to 4.5 min. pause between distress calls.
The DSC CH70 answer is received on the DSC Watchkeeping Receiver.

The VHF radio communication system consists of the main unit plus peripheral equipment which enhances system performance. This chapter describes system configuration and features.
Functions
The JHS-32B includes the VHF radiotelephone and DSC watchkeeping receiver required by the Global Maritime Distress and Safety System (GMDSS). It is designed to be compact and lightweight for easy installation in any ship of 100 gross tons or more, as well as in conven­tional ships (all passenger and cargo ships of over 300 gross tons engaged in international navigation). The JHS-32B is equipped with Digital Selective Calling (DSC) functions for distress calls and routine calls, as well as usual voice communication function. It incorporates all the necessary units for DSC service, such as the DSC unit, CH70 watchkeeping receiver and power supply. The system configuration, with peripheral equipment, is shown below.

Features
The JHS-32B VHF radiotelephone meets the ITU Radio Regulations, IMO Performance Standards, and ITU-R Recommendations.
The JHS-32B VHF radiotelephone covers all channels specified in the ITU Radio Regula­tions.
The JHS-32B VHF radiotelephone can be easily installed in a narrower space because all the necessary units, transmitter/receiver, antenna duplexer unit, DSC unit, CH 70 DSC Watchkeeping Receiver and power supply are built-in in a compact body.
The JHS-32B VHF radiotelephone incorpo­rates a large graphic LCD with wide angle of visibility. The LCD does not limit the place for installation.
The JHS-32B VHF radiotelephone LCD display automatically instructs the operator according to the operator’s needs, when an item is selected from the menu. This makes any operation easy, DSC in particular.
The JHS-32B VHF radiotelephone can be used with the NKG-52 dedicated printer or a general purpose printer with CENTRONICS interface. The connected printer automati­cally prints out the DSC messages transmit­ted or received. A message stored in memory can be manually printed out later on.
The brightness of LCD and keypad backlighting is widely adjustable, and will not disturb a night watch.
In addition to the channels specified by Radio Regulations, the JHS-32B VHF radio­telephone covers USA channels, Weather channels, and Canadian channels available along the coast of North America. Up to 99 private channels can also be incorporated.
The JHS-32B VHF radiotelephone incorpo­rates memory channels, memory scanning function, scanning function of all channels or desired channels, and dual watching func­tions. These functions are convenient for watching particular channels.
Besides the usual radiotelephone communi­cations, distress, urgency, safety, and routine calls are available. When the coast station offers automatic connection service to public telephone subscribers, the service can be used by inserting the desired telephone number in the DSC message.
The JHS-32B VHF radiotelephone has an interface for receiving position and time data from a navigation aid such as GPS. When a distress call is transmitted, position and time data are automatically inserted in the DSC message. When receiving an area call, the JHS-32B VHF radiotelephone automatically checks whether the ship is in the sea area concerned by referring to position data received from the navigation aid. During normal operation, position and time data from the navigation aid is available on the LCD at any time, convenient for checking and report­ing the position of the ship.
The JHS-32B VHF radiotelephone can be connected to up to three remote controllers, with the same operations as the JHS-32B VHF radiotelephone.
By installing the NRE-322 Guard Receiver, the operator can keep a continuous watch on any two legal channels independently from the JHS-32B, as required by the Administra­tion of specific countries.
The JHS-32B VHF radiotelephone can be set so that it automatically terminates transmis­sion with an alarm, according to the FCC Regulations in the USA, when transmission continues for five minutes.
The JHS-32B VHF radiotelephone is pro­vided with the self-diagnostic and error display functions to ensure ease of checking and maintenance.
The JHS-32B VHF radiotelephone incorpo­rates the automatic power reduction circuit. The circuit protects the transmission circuitry from damage in case of high SWR due to antenna or antenna cable failure.

Error messages resulting from inappropriate operations are described below. For error messages resulting from malfunctions, refer to 5.1.3 Error Message List”.
Error Messages Description
UNACCEPTABLE Unacceptable key has been pressed. This message appears
for 1 second.
PRINTER POWER OFF The printer power is off.
PRINTER PAPER END Printer paper is used up.
VACANT MEMORY CH An empty memory channel has been selected.
VACANT PRIVATE CH An empty private channel has been selected.
5 MIN TIME OUT Transmission period has reached 5 minutes (this message
only appears if the five minute warning has been enabled).
ECC ERROR An error in a message being received has been detected by
error check characters.
TX DISABLE PTT has been pressed for a transmission disabled channel.
INVALID CHANNEL A nonexistent channel has been selected. Check the
channel list.
DSC CH BUSY DSC channel is occupied by other station. Wait until DSC
channel becomes available.

OPERATION
This chapter describes basic operation (using the unit on CH16), communication on a se­lected channel, and communication using DSC mode. There are two modes, telephone mode and DSC mode. In telephone mode, audio communication is available, using the handset, on CH16 or another selected channel. In DSC mode, digital selective calls (dis­tress, urgent, safety, and routine) are available on CH70.
Basic Communication (Telephone Mode)
This section describes the basic operating procedures for transmitting and receiving calls using the handset. In telephone mode, communicating with the handset is as easy as using a normal telephone.

When the power of the main unit or any remote controller is turned on, all the other controllers are also activated. However, when one of the main unit or remote controllers is turned off, all the other control­lers remain active.

Communicating in DSC (Digital Selective Call) Mode
In DSC mode, digital selective calls (distress, urgent, safety, and routine) are available on CH70. Distress calls can be made instantly by pressing
DISTRESS
or after editing the distress message in the DSC MENU. When the message is edited, data such as time and current position can be added even when no navigation aid is connected. Other options available in DSC mode are relaying a distress call, displaying and confirming received messages, and requesting a connection to a public telephone subscribers.
4.3.1
General Information on DSC Calls
In DSC mode, digital codes are used for transmitting and receiving distress or other calls. The specifi­cations for DSC calls are standardized by RR (Radio Regulation), ITU-R, and IMO, enabling DSC calls regardless of manufacturer and nationality. A distress message includes ID, position, UTC time, and the nature of distress. A distress call is first transmitted 5 times consecutively and then it is repeated in 3.5 – 4.5 minute intervals until it is acknowledged.

"DISTRESS CALL" indication on LCD flashes
while intermittent beeping tone. If the key is
pressed continuously for 3 to 4 seconds, the
flashing "DISTRESS CALL" indication becomes

TIP
A distress call has priority over all other operations.
The distress message is transmitted 5 times consecutively, and then in random intervals of 3.5 to 4.5
minutes until it is acknowledged.
When a navigation aid is connected, position and time data are added automatically to the distress
message.
When no navigation aid is connected, the position and time data is transmitted as dummy data.
When a printer is connected, the distress message is automatically printed out.
Standby reception is carried out on CH16 during 3.5 min. to 4.5 min. pause between distress calls.
The DSC CH70 answer is received on the DSC Watchkeeping Receiver.

Receiving Distress Calls
When a distress call is received, the DISTRESS & URGENCY LED lights up and the alarm tone sounds through the speaker. Up to 20 received distress calls can be stored in memory for future confirmation. When a printer is connected to the unit, any received distress message is automatically output to the printer.
