1.03 DEFINITIONS A. No Substitutes: The exact make and model number identified in this
specification shall be provided without exception.
B. Or Equal: Any item m ay be substituted for the specified item provided that in
every technical sense, the substituted item provides the same or better capability and functionality.
C. Or Approved Equal: A substitute for the specified item may be offered for
approval by the Owner. The proposed substitution must, in every technical sense, provide the same or better capability and functionality as the specified item. Such requests for approval shall be submitted in accordance with the provisions of PART 1.05 – SUBMITTALS, and must be obtained within the time frames outlined.

1.04 SYSTEM DESCRIPTION
1. The full featured, multi-channel digital video recorder shall combine the benefits of digital recording with the advanced processing of a multiplexer. Featuring XtraStor, an advanced proprietary compression algorithm, the unit must provide more storage on smaller media without sacrificing image quality, resulting in days, weeks, and even months of high-resolution storage.
1.05 SUBMITTALS A. General: Submittals shall be made in accordance with the Conditions of the
Contract and Submittal Procedures Section.
B. Shop Drawings and S chematics: Shall depict the Multi-Channel Digital Video
Recorder in final proposed “as built” configuration. The following must be provided:
1. Connection diagrams for interfacing equipment.
2. List of connected equipment.
3. Locations for all major equipment components to be installed under this specification.
C. Product Data: The following shall be provided:
1. Technical data sheets.
2. A complete set of instruction manuals.
D. Quality Assurance Submittals: The following shall be submitted:
1. Checkout Report: The Contractor shall provide the Owner with a checkout report for each Multi-Channel Digital Video Recorder. The report shall include:
a. A complete list of every device. b. The date it was tested, and by whom. c. If retested, the date it was retested, and by whom. d. The final test report shall indicate that every device was tested
successfully.
1. Manufacturer’s Instructions: The Contractor shall deliver TBD sets of System Operation and Maintenance Manuals (if available) to the Owner.
2. Notice of Completion: When the final acceptance has been satisfactorily completed, the Owner shall issue a notice of completion to the Contractor.

1.06 QUALITY ASSURANCE A. Manufacturer’s Qualifications: The Multi-Channel Digital Video Recorder
manufacturer shall be the world’s largest and most experienced manufacturer of electronic security systems, with over seventy years of experience in the security industry. The manufacturer shall provide 24/7 technical assistance and support via a toll-free telephone number at no extra charge.
1.07 DELIVERY, STORAGE, AND HANDLING A. General: Delivery, storage, and handling of the Multi-Channel Digital Video
Recorder shall be in accordance with the manufacturer’s recommendations.
B. Ordering: The manufacturer’s ordering instructions and lead-time
requirements must be followed in order to avoid installation delays.
C. Delivery: The Multi-Channel Digital Video Recorder shall be delivered in the
manufacturer’s original, unopened, undamaged container with identification labels intact.
D. Storage and Protection: The Multi-Channel Digital Video Recorder shall be
stored and protected from exposure to harmful weather conditions and at the environmental conditions recommended by the manufacturer.

1.11 WARRANTY A. General: The warranty period shall be a minimum of thirty-six (36) months
from the manufacture date code under normal use and service. The warranty period for hard drives shall be a minimum of twelve (12) months from date of manufacture.
1.12 MAINTENANCE A. Preventat ive Maintenance Agreement during Warranty: As a separate price
item, the Contractor shall provide preventative maintenance during the warranty period. Maintenance shall include, but no be limited to:
1. Labor and materials, at no additional cost, to repair the Multi-Channel Digital Video Recorder.

2. Labor and materials, at no additional cost, to provide test and adjustments to the Multi-Channel Digital Video Recorder.
3. Regular inspections.
B. Preventative Maintenance Agreement: As a separate price item, the
Contractor shall provide a complete Maintenance Agreement for a period of TBD months after the conclusion of the warranty period. The Maintenance Agreement shall include, but not be limited to:
1. Labor and materials, at no additional cost, to repair the Multi-Channel Digital Video Recorder.
2. Labor and materials, at no additional cost, to provide test and adjustments to the Multi-Channel Digital Video Recorder.
3. Regular inspections.
1.13 TRAINING A. Operator training shall be conducted for a minimum of TBD sessions, with a
minimum session length of TBD hours at the customer’s site.
B. Training shall include, but not be limited to the Multi-Channel Digital Video
Recorder operation and diagnostics.

2.02 SYSTEM PERFORMANCE A. The Multi Channel Digital Video Recorder shall include, as a minimum, the
following features/functions/specifications:
1. The Multi Channel Digital Video Recorder must be pr otected by the most extensive support services in the industry, including Customer Service, Pre Sales Applications Assistance, After Sales Technical Assistance, access to Technical Online Support, and Online Training using web conferencing. The manufacturer shall provide 24/7 technical assistance and support via a toll free telephone number at no extra charge.
2. The Multi Channel Digital Video Recorder and its components shall be thoroughly tested before shipping from the manufacturer’s facility.
3. The Multi Channel Digital Video Rec order shall be available with four (4), nine (9), or sixteen (16) auto terminating BNC composite video inputs. The units must include corresponding BNC looping video outputs.
4. The Multi Channel Digital Video Recorder shall include a BNC composite main video output, a BNC composite spot video output, and an S VHS Mini Din video output. The outputs shall be capable of simultaneously showing the same video on individual monitors.
5. The Multi Channel Digital Video Recorder shall offer internal hard drive options of 80 Gigabytes, 160 Gigabytes, 320 Gigabytes or 500 Gigabytes. The unit must also have the ability to archive encrypted video to an external Universal Serial Bus (USB) – Integrated Drive Electronics (IDE) hard drive or a built-in internal CD RW drive, allowing the archived images

to be viewed on computers running Microsoft® Window 98, ME, 2000 or XP. The manufacturer must have a list readily available of compatible CD RW drives. The video shall be saved in a self-executable file format that contains the video player and image enhancement tools, allowing the user to play the clip in its original, unalterable format on any PC without the need for additional reader software.
6. The Multi Channel Digital Video Recorder shall also support external SCSI HDD (RAID) drives.
7. The Multi Channel Digital Video Recorder shall have the option of recording until the hard disk is full, alerting the operator with an internal beep and/or an output activation, and stopping the recording to allow the operator to review and backup images prior to overwriting them. Otherwise, the unit must continuing recording once the hard disk is full, overwriting the oldest video in “first in, first out”(FIFO) manner, ensuring that the most recent images are always available.
8. The Multi Channel Digital Video Recorder’s recorded images shall utilize advanced video encryption, with each image containing a unique fingerprint that is chained with the preceding and succeeding images (chained fingerprinting). This shall insure that the video images cannot be modified with any available PC software, enabling a solid chain of evidence.
9. The Multi Channel Digital Video Recorder must utilize ML JPEG, an advanced image compression technology that allows for extremely low data storage requirements (for longer recording durations), high quality images, and faster transmission speeds using less network bandwidth.
10. The same Multi Channel Digital Video Recorder shall be able to operate on either NTSC or PAL, utilizing the identical software, at either 120VAC or 230 VAC. The user shall select NTSC or PAL using a simple switch located on the rear panel of the unit.
11. The Multi Channel Digital Video Recorder shall display high definition video with a minimum resolution of 720x480 (NTSC) or 720x576 (PAL).
12. The Multi Channel Digital Video Recorder shall record high definition video with a resolution of either 336x244 or 672x244 (NTSC), or 336x272 or 672x272 (PAL).
13. The Multi Channel Digital Video Recorder shall offer the following recording speeds:
a. One (1) image every ten (10) seconds

b. One (1) image every four (4) seconds c. One (1) image every two (2) seconds d. One (1) image per second e. Two point five (2.5) images per second f. Five (5) images per second g. 14. The Multi Channel Digital Video Recorder shall be available with either four (4), nine (9), or sixteen (16) dry contact alarm inputs for using external devices to signal the unit to react to events. An alarm input setup screen shall enable the user to turn the input on or off, create a title for the input, and independently program the input for Normally Open (NO) or Normally Closed (NC).
15. The Multi Channel Digital Video Recorder shall include four (4) active low open collector outputs for activating external devices such as buzzers or lights. An alarm output setup screen shall enable the user to establish a schedule and create a title for each output.
16. The Multi Channel Digital Video Recorder shall accept an external signal to reset the units’ internal buzzer and the alarm out signal utilizing a dry contact input.
17. The Multi Channel Digital Video Recorder shall include event recording, triggered by alarm input conditions, motion detection, and video loss. Each event shall be able to react differently, with an assigned schedule, camera (or multiple cameras), recording speed, video quality, and dwell time. Activation of an internal buzzer or external alarms shall also be available, and the unit must be capable of notifying a remote site, or dialing a pager with a numeric message, when certain events are activated. The unit must also maintain a log of all events, with its associated video available by a simply pressing a button. To ensure that important video cannot be automatically overwritten, the event video must be stored separately from time lapse video.
18. The Multi Channel Digital Video Recorder shall include pre event recording to record images before an event occurs. The amount of time to record prior to an event shall be adjustable from one (1) to three hundred (300) seconds, with the recording speed and video quality also definable per camera.

19. The Multi Channel Digital Video Recorder shall incorporate advanced search capabilities to allow quick searching of its video database. The following search parameters shall be standard:
a. Go to First: Displays the first recorded image. b. Go to Last: Displays the last recorded image. c. Date/Time Search: Searches by date and time. d. Calendar Search: Searches using the calendar search screen e. Event Search: Selects video from the event log.
20. The Multi Channel Digital Video Recorder must include a system log to display a record of various system events logged by the unit. The events shall be listed from most recent to the oldest. The log must include the following:
a. The dates and times of when the system was turned on and off. b. The dates and times of power failures. c. The dates and times of when the recording was started or stopped. d. The dates and times of when playback was started or stopped. e. The dates and times of when setup changes were made. f. The dates and times of when the data banks were cleared.
21. The Multi Channel Digital Video Recorder shall offer the choice of a standard recording mode or a high recording mode. The DVR must record up to sixty (60) images per second for NTSC (fifty (50) for PAL) and view live video in standard mode. In high mode, the unit shall offer a record rate of thirty (30) images per second NTSC (twenty five (25) for PAL).
22. The Multi Channel Digital Video Recorder must allow for customization of the recording parameters, with the ability to select both the recording speed and picture quality for each of the camera inputs.
23. In order to customize the unit recording for a specific application, the Multi Channel Digital Video Recorder shall include scheduled recording, allowing the user to define recording start/stop times for each individual camera, based upon time, day of the week, and user defined holidays. The schedule can be set to activate alarm outputs, determine actions upon alarms, determine actions upon motion detection, and determine actions upon video loss. The unit must also have the ability to notify a remote site upon an alarm, motion detection, or video loss event based upon time, day of the week, and user defined holidays.
24. The Multi Channel Digital Video Recorder shall include a built in video motion detector, with parameter adjustments programmable for each camera input. A minimum of five (5) settings to adjust the unit’s sensitivity

to motion must be available. In order to adjust the size and area of an object that will trigger a motion alarm, the user must have the ability to adjust the minimum number of detection blocks that must be activated, and/or define the area of an image (e.g. doorway, window, etc…) that will trigger the alarm.
25. The Multi Channel Digital Video Recorder shall record and play back a single channel of line level (amplified source) audio at a minimum of 6KB per second. The unit must also have the ability to play live audio through an attached speaker.
26. The Multi Channel Digital Video Recorder shall include a user friendly graphical user interface (GUI) menu system to program system features and search the video database. The GUI must have the following standard languages:
a. English b. Spanish c. Italian d. German e. French
27. The Multi Channel Digital Video Recorder shall utilize two setup screens, a quick setup and a normal setup.
a. The quick setup screen shall allow the operator to set up the following
most commonly used features of the unit:
1. Recording Speed

28. The Multi Channel Digital Video Recorder must utilize traditional V CR like controls to provide the benefits of digital recording with minimal training. The unit shall include intuitive front panel controls such as play/pause, fast forward, rewind, record, menu, search, etc., and shall incorporate a jog shuttle to allow video review using step by step or variable speed control.
29. The Multi Channel Digital Video Recorder shall include an RS232 port for remote control/integration of the unit with third party systems. A setup screen must be available to adjust the settings for baud rate, parity, data bits, and stop bits. ASCII control codes must be readily available from the manufacturer for control and programming of the Digital Video Recorder.
30. The Multi Channel Digital Video Recorder shall include an RS485 port used for either remote control of the unit or PTZ dome camera control. When the port is used for remote control, the unit shall allow control from third party systems, such as VideoBloX matrix systems, access control systems, or building management systems. A setup screen must be available to adjust the settings for baud rate, parity, data bits, and stop bits. When the port is used for PTZ dome camera control, PTZ control from the front panel controls or through the remote software (including up to sixteen (16) presets with names) must be available. The unit shall control the following PTZ camera’s:

31. For remote access through PSTN, LAN/WAN, DSL, and ISDN, the Multi Channel Digital Video Recorder must include an internal 10/100 Base T network interface card (NIC), and an RS232 port to connect an external user supplied PSTN modem or ISDN terminal adapter.
32. The Multi Channel Digital Video Recorder shall utilize administrator and user passwords to restrict access to certain functions. An administrator password shall be required turn the system off, enter the setup screen, load default setups, clear all data, and change the system date and time. A user password shall be required to display the event log in live monitoring mode, enter the search menu, enter playback mode, and start and stop recording. The passwords must be composed of up to eight (8) digits. The unit’s network setup administration and user passwords shall be different than the DVR’s administration and user passwords. All factory default passwords must be rendered useless when an administrator resets a unique password.
33. The administrator of the Multi Channel Digital Video Recorder shall have the ability to lock the front panel, causing a password screen to be displayed any time a button on the front panel is pressed. The front panel keys must remain locked until the correct password is entered.

34. Utilizing the Windows
®
based remote software package supplied with every system, and with secure, password protected communications, the software shall have the following capabilities:
a. View live video from one (1) or more sites. b. View recorded video c. Perform remote upgrades d. Program the unit e. Use the image enhancement tools (zoom, brightness, interpolate, blur,
and sharpen. f. Alarm notification when connected to site. g. Create video clip self-executable file with encryption. h. Print images. i. Extract bitmap (.bmp) images.
35. The user shall be able to access multiple DVR sites from virtually any location using the internal network interface card (NIC), with the ability to connect to up to sixteen (16) sites simultaneously, and up to sixteen (16) images displayed on the screen at the same time.
36. Utilizing a system information screen, the operator shall have access to the following system information:

37. The Multi Channel Digital Video Recorder must include the following date/time options:

38. The Multi Channel Digital Video Recorder shall be able to display the date, time, camera title, and status on screen. The operator shall have the ability to turn each display on or off individually, and to adjust the left, right, top, and bottom margins of the display.
39. The Multi Channel Digital Video Recorder must have the ability to sequence the available video inputs either by sequencing through user defined screen layouts, or by sequencing through all the cameras in the bottom right window of a multi screen or picture in picture (PIP) format.
40. The Multi Channel Digital Video Recorder shall contain a factory reset switch for use when the operator wants to return the units settings to the original factory defaults.
41. The Multi Channel Digital Video Recorder shall be an Honeywell Video Systems HRHD Series or equivalent.

PART 3 – EXECUTION
3.01 EXAMINATION A. Submission of a proposal confirms that the contract documents and site
conditions are accepted without qualifications unless exceptions are specifically noted.
B. The site shall be visited on a regular basis to appraise ongoing progress of
other trades and contractors, make allowances for all ongoing work, and coordinate the requirements of this contract in a timely manner.
C. The Multi Channel Digital Video Recorder must be inspected before
installation, and shall be free of any cosmetic defects or damage.
3.02 PREPARATION A. Prior to installation, the Multi Channel Digital Video Recorder shall be
configured and tested in accordance with the manufacturer’s instructions.
3.03 INSTALLATION A. The Multi Channel Digital Video Recorder must be installed, programmed,
and tested in accordance with the manufacturer’s instructions.

1. In order to ensure a complete, functional Multi Channel Digital Video Recorder, for bidding purposes, where information is not available from the Owner upon request, the worst-case condition shall be assumed.
2. Interfaces shall be coordinated with the Owner’s representative, where appropriate.
3. All necessary backboxes, racks, connectors, supports, conduit, cable, and wire must be furnished and installed to provide a complete and reliable Multi Channel Digital Video Recorder installation. Exact location of all boxes, conduit, and wiring runs shall be presented to the Owner for approval in advance of any installation.
4. All conduit, cable, and wire shall be installed parallel and square with building lines, including raised floor areas. Conduit fill shall not exceed forty percent (40%). All wires shall be gathered and tied up to create an orderly installation.
3.04 TESTING AND CERTIFICATION A. The Contractor shall demonstrate the functionality of the Multi Channel Digital
Video Recorder upon completion of installation, documenting the result of all tests and providing these results to the Owner. The Multi Channel Digital Video Recorder shall be tested in accordance with the following:
1. The Contractor shall conduct a complete inspection and test of all installe d Multi Channel Digital Video Recorder equipment. This includes testing and verifying operation with connected equipment.
2. The Contractor shall provide staff to test all devices and all operational features of the system for witness by the Owner’s representative and the Authority Having jurisdiction. All testing must be witnessed by the Owner’s representative, prior to acceptance.
3. The testing and certification shall take place as follows: a. The Multi Channel Digital Video Recorder shall be tested in
conjunction with the manufacturer’s representative. b. All deficiencies noted in the above test shall be corrected. c. Test results shall be submitted to the consultant or Owner’s
representative. d. The test and correction of any deficiencies shall be witnessed by the
owner’s representative, and note. e. The Owner’s representative shall accept the system.

f. The system test shall be witnessed by the Authority Having
Jurisdiction. Any deficiencies noted during the testing must be
corrected.
4. A letter of certification shall be provided to indicate that the tests have been performed, and all devices are operational.

Brief Specification The Multi Channel Digital Video Recorder must utilize traditional VCR like
controls and shall be available with four (4), nine (9), or sixteen (16) auto terminating BNC composite video inputs with corresponding BNC looping video outputs, a BNC composite main video output, a BNC composite spot video output, and an S VHS Mini Din video output to simultaneously show the same video on individual monitors. The Multi Channel Digital Video Recorder shall offer internal hard drive options of 80 Gigabytes, 160 Gigabytes, 320 Gigabytes, or 500 Gigabytes with the ability to archive encrypted video to an external Universal Serial Bus (USB) – Integrated Drive Electronics (IDE) hard drive or a built in internal CD RW drive. The video shall be saved in a self-executable file format that contains the video player and image enhancement tools, allowing the user to play the clip in its original, unalterable format on any PC without the need for additional reader software. The Multi Channel Digital Video Recorder’s recorded images shall utilize advanced video encryption, with each image containing a unique fingerprint that is chained with the preceding and succeeding images (chained fingerprinting). This shall insure that the video images cannot be modified with any available PC software, enabling a solid chain of evidence. The Multi Channel Digital Video Recorder must utilize ML JPEG, an advanced image compression technology that allows for extremely low data storage requirements (for longer recording durations), high quality images, and faster transmission speeds using less network bandwidth. The Multi Channel Digital Video Recorder shall display high definition video with a minimum resolution of 720x480 (NTSC) or 720x576 (PAL), and shall record high definition video with a resolution of either 336x244 or 672x244 (NTSC), or 336x272 or 672x272 (PAL). The Multi Channel Digital Video Recorder shall include event recording, triggered by alarm input conditions, motion detection, and video loss. Each event shall be able to react differently, with an assigned schedule, camera (or multiple cameras), recording speed, video quality, and dwell time. Activation of an internal buzzer or external alarms shall also be available, and the unit must be capable of notifying a remote site, or dialing a pager with a numeric message, when certain events are activated. The unit must also maintain a log of all events, with its associated video available by a simply pressing a button. To ensure that important video cannot be automatically overwritten, the event video must be stored separately from timelapse video. The unit shall also incorporate advanced search capabilities to allow quick searching of its video database. The Multi Channel Digital Video Recorder shall include a built in video motion detector, with parameter adjustments programmable for each camera input. In order to adjust the size and area of an object that will trigger a motion alarm, the user must have the ability to adjust the minimum number of detection blocks that must be activated, and/or define the area of an image (e.g. doorway, window, etc.) that will trigger the alarm. The Multi Channel Digital Video Recorder shall record and play back a single channel of line level (amplified source) audio, and must include a user friendly graphical user interface (GUI) menu system to

program system features and search the video database. The Multi Channel Digital Video Recorder shall include an RS485 port used for either remote control of the unit or PTZ dome camera control. The user shall be able to access multiple DVR sites from virtually any location using the internal network interface card (NIC), with the ability to connect to up to sixteen (16) sites simultaneously, and up to sixteen (16) images displayed on the screen at the same time. The Multi Channel Digital Video Recorder shall be a Honeywell Video Systems HRHD Plus Series or equivalent.
