Grantee must demonstrate how it will retain control over the final installation of the device, such that compliance of the product is ensured:
Manual: It must be clear that manual is intended to OEM/Integrators
Does cover/or title page indicate something similar to “OEM/Integrators Installations Manual”?
Or is the content of manual clear about this?
Manual must indicate
That OEM integrators is responsible for ensuring that the end-user has no manual instructions to
remove or install module
That module is limited to installation in mobile or fixed applications, according to Part 2.1091(b)

The Grantee must instruct the OEM/Integrator to include the following instructions/statements in the host user’s manual (i.e. end product).
Statements required per Part 15.19 and 15.21
End-users must be provided with transmitter/antenna installation requirements and operating
conditions for satisfying RF exposure compliance:
The module is integrated with the host, the grantee (the party responsible for the module grant)
shall provide guidance to the host manufacturer for compliance with the Part 15B requirements.”

15.21 The users manual or instruction manual for an intentional or unintentional radiator shall
caution the user that changes or modifications not expressly approved by the party responsible for compliance could void the user's authority to operate the equipment.
The OEM integrator shall include in the manual for the End User this warning statement.
15.19 This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation.
