Install Presort
See the System Administrator's Guide for complete installation instructions for all
platforms. Below find a summary for each platform.
What’s in this releaseYou must install Presort 7.81c because of the rate changes that go into effect on
15 July 2007. Note that there will be post-release revisions due to the complexity
of this release, delays in the PAVE certification process, and so on. Business
Objects will notify you know when these revisions are available.
We implemented the following in Presort 7.81c:
Rate case changes for Periodicals - The USPS made changes to the
Periodicals mail class. See “Rate case change set for 15 July 2007” on
page 6.
Mail.dat - Presort 7.81c supports only Mail.dat 07-1 for all mail classes. See
“Mail.dat” on page 20.
Postage Statements - There are several changes made to the postage
statements. See “Postage statement changes” on page 22.
Note: Mixed-class co-mail is not supported in this release. We will follow up
with this functionality in a subsequent release.
Parallel installsMake sure you run all of your pre-rate-case Periodicals jobs before you install
Presort 7.81c. If you need to prepare both pre- and post-rate case jobs, install this
version to a different location from the location where your current version
resides.
Installation adviceTo simplify installation, read the following tips before you begin:
You should give the contents of this software shipment to your system
administrator. Business Objects recommends that our software be installed
only by, or with the approval of, the system administrator.
You’ll find your software CDs in the CD case(s).
Although you can install your applications and directories in any order, we
recommend that you install software first and then directories.
If you install on multiple operating systems, check the bottom of the CD label
for the appropriate operating system.
Install on WindowsWhen you insert the CD, the installation program should start automatically. If it
doesn’t, follow these steps:
1.Click Start.
2.Click Run to open the Run window.
3.Type x:\setup (where x is the letter of your CD-ROM drive) in the Open text
box.
4.Click OK. The installation program will start.

The latest USPS rate case implementation for Periodicals mail goes into effect 15
July 2007. With this rate case, the USPS is adjusting pricing, mail classes, and
mail preparation, to achieve its goal of more efficient mail processing and making
postage rates more accurately reflect the true costs of processing various types of
mail.

Definition of termsPlease note the following definitions of postal terms as they apply to your
mailings. Some of these definitions are revised from previous usage, and some of
the terms are completely new with this rate case. Specific requirements regarding
the number of pieces and the dimensions and weight and other characteristics (for
example, flexibility) of the mail piece vary by mail class and shape. See the
DMM for specific requirements for each mail class and shape.
Bundle vs. packageNote that Presort uses the term bundle and package interchangeably. They are the
same thing.
Automated LettersAutomated letters are letter-sized mail piece that meet the DMM 201.3 standards.
Specifically, these pieces are:
Automation-compatible, meaning that the mail piece meets USPS
requirements for machinable mail. These requirements are available in DMM
201.3.0. The USPS will process this mail on their equipment.
Barcoded, meaning that you will apply the barcode before submitting the
mailing to the USPS. Mailers can choose this category without barcoding, if
their piece is physically compatible.
Automated letters will be assigned the Periodicals “barcoded” letter rates if
the address information exists to produce the barcode.
PER Nonmachinable
letters
PER Nonmachinable letters are Periodicals letter-sized mail that again meets the
DMM 201 Periodicals letter standards, but they do not include a barcode OR they
do not meet all of the standards.
PER Nonmachinable letters will be assigned the Periodicals “nonbarcoded” letter
rates.
Flats dimensionsThe length of a flat-sized mail piece is now the longest
dimension. (Previously, length was perpendicular to the
address label.) Height is the dimension perpendicular to
the length.
Note: The dimension that the USPS calls length is
called width in Presort.

New charges for outside-county mail
According to the USPS, the piece, pound, bundle, and container rates are
designed to work together to reflect handling and delivery costs. Go to http://
www.usps.com/ratecase/ to view the new rate structure. Also see the DMM for
more detailed information about how the rates are calculated.
Note: Presort uses the terms bundle and package interchangeably.
Piece ratesPresort applies the piece rate based on the piece’s shape, machinability,
barcoding, and bundle level. Note that the rate for loose pieces in trays is based
on the container level. The new structure also eliminates per-piece DADC, DSCF,
and DDU entry discounts. Instead, discounts are reflected in container rates and
new DADC, DSCF and DDU rates for non-advertising pounds.
For outside-county copies, the Basic rate is replaced by ADC and Mixed ADC.
For in-county copies there is still a Basic rate.
Bundle rates
Presort applies the bundle rates to bundles containing Outside-County mail. The
new bundle rate is based on the level of sortation for both the bundle and the
container that the bundle is on or in.
Note: Bundle rates do not apply to mixed bundles of In-County and OutsideCounty pieces in carrier route and 5-digit/scheme bundles.
Firm bundles, or firm packages as Presort refers to them, are subject to both a
piece charge and a bundle charge. Note that you cannot use firm bundles to
satisfy a six piece bundle requirement to a presort level. For more information,
see “Firming” on page 10.
Container ratesThe new container rate is based on the type of container (tray, sack, or pallet), the
level of sortation of the container, and where the container is entered. The
container rate affects pallets, sacks, and trays containing outside-county
Periodicals mail. When you place trays and sacks on pallets, Presort will apply a
charge to each tray and sack on the pallet, but not to the pallet itself.
Note: Presort does not charge container rates to mixed containers of outsideand in-county mail in carrier route (walk sequence, saturation, high density,
basic), 5-digit/scheme containers, or 5-digit carrier route containers.
Calculating and
applying postage
amounts
Presort now calculates the postage amount differently because of the new bundle
and container charges, the discontinuation of the copalletization program, and the
new drop-ship incentives for the editorial content.
For Periodicals mailings, to tell Presort how to compute and apply charges use the
PER Ctn/Bundle Charge Method parameter in the Mailing Information block.

There are several ways to pay charges.
OptionDescription
Assign to VersionAssigns all the container charges to a single version in the mail-
ing. When using this option, you must also use the PER VerID to
receive Ctn/Bundle Charge parameter in the Mailing Information
block to name the version that receives all the container charges.
ApportionAllocates each container and bundle charge to outside-county ver-
sions in the container or bundle, based on copies. When using this
option, you can generate only the 3541 postage statement in MLG,
SUM VER, or SUM EP&VER formats.
Note:
If you use the Apportion option, you must electronically
send a Qualification report by using the Mail.dat that Presort creates. Presort warns you if you don’t have a Mail.dat block in the
job. See DMM 707.2.2.7.c for more information.
Caution!

If you have the PER Ctn/Bundle Charge Method parameter set to
Apportion and the Report Information parameter set to SUM JOB in the
Report: USPS Postage Statement Form 3541 block, your job will not
run. To get the job to run with the Apportion option turned on, you must
set the Report Information parameter to MLG, SUM VER, or SUM
EP&VER.
If you have the PER Ctn/Bundle Charge Method parameter set to Assign
to Version and the job is auto-version, auto-dimension, or contains
multiple versions, you must set the Report Information parameter in the
Report: USPS Postage Statement Form 3541 block to MLG, SUM VER,
or SUM EP&VER. If you use any other options, your job will not run.
Bundle charge examplesSuppose each job contains two versions, called A, and B. Note that in these
examples the job contains only outside-county 5-digit bundles in 5-digit
containers.
Bundle 1 has nine pieces. Eight of the pieces are from version A and 1 is
from version B. The proportion for version A is 0.8889 and version B is
0.1111.
Bundle 2 has six pieces. Five of the pieces are from version A and one is
from version B. The proportion for version A is 0.8333 and version B is
0.1667.
Here are some additional examples using a mix of in-county and outside-county
pieces.
Bundle 1 has nine pieces. Eight of the pieces are from version A and 1 is
from version B. Version B is in-county, so there is no charge for the bundle
because it's 5-digit.
Bundle 2 has six pieces. Five of the pieces are from version A and one is
from version B. If the bundle is a 3-digit bundle in a 3-digit container and all
the version A copies are in-county: Version A gets zero proportion of the
bundle charge, while the single version B copy gets the whole charge (which
is $0.039).

Container charge exampleSuppose with versions A and B there is a 3-digit pallet with all in-county mail
except for one 3-digit bundle containing outside-county copies of version B.
Presort would apply the full pallet charge ($22.98 for a 3-digit entered at origin)
to version B even though that one bundle has all the version B copies for the
whole pallet.
FirmingOutside-county firm bundles no longer count towards the minimum 6 piece
bundle requirement (note that this applies to all shapes of mail). Presort can only
associate in-county firm bundles to other pieces to meet the minimum 6 piece
bundle requirement.
Presort also places outside-county firm bundles in sacks, trays, and pallets along
with other bundles. Firm bundles cannot be placed in 5-digit (L007) scheme
sacks. Firm bundles destined for 5-digit scheme are instead placed into 5-digit (no
minimum) sacks.
Note: The sequence of firm bundles within containers may change in some
jobs, as all outside-county firm bundles are now reported at the front of the
container.
Note: If you create a lot of firm bundles you may pay more changes. If this is
the case, you may what to reconsider your job setup.
RatesAll outside-county firm bundles receive a piece rate of 16.9 cents. In-county firm
bundles continue to receive the piece rate of the package level to which they are
associated.
Note: In-county rate designation for a record may depend on the subscriber
field for a record. If you set the PER IC Disc Eligibility parameter in the
Entry Point block to SUB, then only records which are considered
subscribers can receive the in-county rate. Only firms which were marked as
subscriber would be associated with other pieces to meet bundle minimums.
PER IC Disc Eligibility parameter in the Entry Point block to NONE, then
no records would be eligible for the in-county rate, regardless of their ZIP
Code.
On-demand reportingIn certain cases, Presort may report incorrect results when you use On-demand
reporting for Periodicals mailings. For instance, you might get incorrect results if
you report by piece and you have the piece range start or end in the middle of a
container or bundle. To avoid this problem, you should always end at the
container level.

USPS requires you to present documentation to support the actual number of
bundles and containers for each edition of an issue. Use the Mail Sort Listing
block to generate these reports.

Changes to the
Qualification reports
The Qualification report has been updated to show Periodicals mailings that have
both in-county and outside-county pieces. Some things to note about this report
are:
The outside-county basic rate column was split into ADC and Mixed ADC
levels. There is also a new column called OC firm for outside-county firm
pieces.
The BB (basic barcode) and BS (basic non-auto) columns have been
combined with the mixed ADC columns.

Output posting
Presort supports the following output fields for overall postage and for the
various new bundle and container charges. Posting is available for all output file
types: address, package, container, and pallet files.

issues a warning message if you set your minimum tray length to less than 85%.

When using co-sacked or co-bundled flats, Presort prepares automated flats in 5digit scheme (L007) bundles and sacks and 3-digit scheme (L008) bundles. Note
that the L007/L008 level is optional only when you are not preparing automation
rate in your scheme blocks.
When you are co-bundling, all pieces within a bundle must meet the requirements
for automated flats (see DMM 301.3) or all pieces must meet the requirements for
PER alternative auto flats (see DMM 707.26.0).
Preparation in 5-digit scheme and 3-digit scheme bundles for automation and cobundle is now required for pieces meeting DMM 301.3.0 requirements, but
cannot be done for pieces meeting DMM 707.25.3 requirements.

all Presort users who produce and send Mail.dat records to others who use the

Support for container
and bundle charges
When the rate case for Periodicals goes into effect on 15 July 2007, the Mail.dat
05-2 will no longer be supported.
A new field was added to the Mail.dat called Container/Bundle Charge Method.
This field records the method that you are using to pay the Periodicals outsidecounty container and bundle charge. For more information, see “New charges for
outside-county mail” on page 8.

CSM Entry Point Physical Postal CodeIDEA Mail.datThis new parameter tells Presort what data you want it to use to
populate the CSM field in the Container Summary record. The
following options are available:
Postal Code - Populates the field with the ZIP Code of the
actual entry point. For US mail, this is the 9-Digit Postal
Code (hyphen implied) of the facility address where the specified container is planned to enter into the Postal System. If
the 9-Digit is not known, you can use the 5-digit value.
Locale Key - Populates the field with bytes 2 through bytes 7
of the drop site key. PostalOne! eDropShip participants must
provide the Locale Key from the Drop Ship product.
Drop Site Key - Populates the field with the key of the facility
where the specified container will be entered.
Note:
If the Entry Point Type parameter is set to OTHER or
DDU, Presort takes whatever you have in the Entry Point Drop
Site Key parameter and uses that information to populate the
CSM field. If the Entry Point Drop Site Key parameter is empty,
Presort populates the CSM field with the Postal code.
