Postalsoft Business Edition 7.70c Release Notes
To install the software, you need full administrator rights. When you insert the
Postalsoft Business Edition program CD in your CD-ROM drive, the installation
program should start automatically. If it doesn’t, follow these steps:
1.Access your Windows Start menu and choose Run.
2.In the Run window, type x:\setup (where x is the letter of your CD-ROM
drive) and click OK.
During software installation, you may notice a delay while the Microsoft
.NET Framework is installed. Please be patient and allow installation to
finish.
When installation is complete, the installation program restarts your computer.
Install the directoriesBefore you can load your directories, you must install the Postalsoft Business
Edition software (see above). To load directories, you need full administrator
rights. Follow the instructions below to install the directories.
Directory installation is easier now. Previously you had to open an .mdf file
before you could load the latest directories. That extra step is no longer
necessary because the Load Directories command is now under the File
menu.
To load directories:
1.Open Business Edition, and choose File > Load Directories.
2.In the Diversified Directories
group, choose an option:
To copy the ZIP4US directory from the Diversified Directories CD to a
local drive, choose the Load ZIP4US To option and enter or browse to
the desired location (for example, C:\Firstlogic\Postalsoft\NatlDirs).
To use the ZIP4US directory from the Diversified Directories CD,
choose the Use ZIP4US From CD-ROM option.
3.In the eLOT Directory group, choose
an option:
To copy the eLOT directory
from the eLOT CD to a local
drive, choose the Load eLOT To option and enter or browse to the
desired location (for example, C:\Firstlogic\Postalsoft\NatlDirs).
To use the eLOT directory from the eLOT CD, choose the Use eLOT
From CD-ROM option. If you also chose to run the ZIP4US from a CD-
ROM, you must have two CD-ROM drives.
If you do not use eLOT, choose the Do Not Use eLOT Directory option.
4.If you own the Delivery Point Validation
(DPV) add-on option, select the Load
DPV Directories To option and enter or browse to the location that you want
(for example, C:\Firstlogic\Postalsoft\DPV).
5.When you finish defining your settings, click OK.
6.When you are prompted, insert the Diversified Directories CD, specify the
location of your drive, and click OK.
Business Edition copies the ZIP4US directory to the location specified (if
necessary). Business Edition always copies the Diversified Directories other
than the ZIP4US to the NatlDirs folder in your installation location.
7.If you are loading the eLOT directory, when prompted, insert the eLOT
Directory CD, specify the location of your drive, and click OK.
8.If you are loading the DPV directories, when prompted, insert the DPV
Directories CD, specify the location of your drive, and click OK.

When converting your data to mixed case (for example, changing SMITH to
Smith), Business Edition uses a mixed case table that contains exceptions. If your
data includes an exception that is not listed in the dictionary, the software may not
capitalize the word correctly (for example, it may change “ABC McCoy
Company” to “Abc Mccoy Company). You can add words to this table by
following these steps:
Get USPS news
immediately
1.Open Windows Explorer and go to the C:\Firstlogic\Postalsoft\System
folder (or the directory where Postalsoft is installed).
2.Open the mixcase.tbl file in Notepad or a similar text editor.
3.Type the words as they should appear after the casing (for example, McCoy).
Type each word on its own line, with no spaces or characters after it.
4.Choose File > Save to save your changes, and then close the file.
To convert your data to mixed case, you can choose Records > Change Case or
change case during address assignment (see page 22).
Do you know about regulatory changes before they occur? Did you know that
starting 30 April 2006 you’ll need two bands on nonshrinkwrapped packages?

The two-band requirement was announced in the 2 March 2006 edition of both
the DMM Advisory
and Postal Bulletin. According to the DMM Advisory:
Mailers must use two bands to secure all bundles of presorted flat-size mail
and irregular parcels when those bundles are not shrinkwrapped.
This applies to First Class, Standard Mail, Periodicals, and Bound Printed Matter.

Postalsoft Business Edition 7.70c Release Notes
USPS-required address-correction changes
The USPS CASS Cycle K rules become required 31 July 2006. A summary of
these changes appears below. For more information, see:
RecombinationTo improve address assignment rates of high-rise addresses, the USPS now
requires transposing primary and secondary ranges in specific types of addresses
(see examples below). The USPS calls this “recombination.” These particular
types of recombination were optional in the previous CASS Cycle and are
required now.
Business Edition 7.70c handles recombination automatically. There is nothing
that you need to change. However, you may notice the effects on your address
data after you perform address correction.
Before address correctionAfter address correction
Example #1
Example #2
Exception: Flushing, NYThe USPS requires that addresses in the Flushing, New York, finance area should

not use recombination. Again, Business Edition 7.70c handles this automatically
for you. There is nothing that you need to change.
Unique ZIP Code logicUnique ZIP Codes are those that may be used in large companies or universities
where the mail is delivered to the organization and then distributed internally.
CASS has specific rules about assignments made to unique ZIP Codes.
With CASS Cycle K, the USPS is slightly changing the assignment rules in
certain addresses with unique ZIP Codes. Business Edition 7.70c handles this
automatically. There is nothing that you need to change.
Dual address
processing
A dual address is one that contains two addresses, either combined in one field or
in two separate fields. The USPS is changing the rules for how address-correction
software handles dual addresses.
Dual addresses split on
two lines
Example #1:
Two addresses in separate fields
431 Stevenson St
PO Box 118
Westport NY 12993-0118
(Address_1 field)
(Address_2 field)
Example #2:
Two addresses combined in one field
431 Stevenson St PO Box 118
Westport NY 12993-0118
The USPS requires delivering mail to the address immediately above the city and
state line. Here’s how it works:
1.If your Business Edition layout includes both Address_1 and Address_2, the
Address_2 field is considered the address above the city and state (see
USPS-required address-correction changes
7
example #1 above and see “Printing labels with dual addresses on two lines”
on page 8).
2.During address correction, Business Edition tries to assign Address_1 or
Address_2 field, depending on how you set the Dual Address Option
(Mailing, Street, or Position).
3.If no directory match is found for the first-choice field (based on your Dual
Address setting), then Business Edition tries to match on the other address
field. If Address_1 is the field that was assigned, it is then moved to
Address_2. The address lines are swapped in this case so that the deliverable
address is immediately above the city and state line, as required by the USPS.
Swapping no longer
optional
Printing labels with dual
addresses on two lines
Dual address on the same
line
Because of these new CASS rules, swapping address lines is no longer optional.
Business Edition automatically swaps address lines, as required by the USPS,
placing the assigned address right above the city, state, and ZIP. Therefore the
swapping options are no longer available in Business Edition 7.70c.
The Swap Style options shown above (in version 7.63c) are no longer available in version 7.70c.
The default Business Edition address label design files place Address_2 directly
above the city, state, and ZIP. If you changed one of the default design files or set
up your own, be sure that Address_2 is the bottom address line, to conform to
USPS CASS rules.
When dual addresses appear on the same address line (in the same address field),
the USPS assigns the highest priority address first. The USPS prioritizes address
types as follows:
1.PO Box
2.Firm
Example of dual address on one line:
410 Main St PO Box 109
3.High-rise
4.Street
5.Rural Route or Highway Contract
6.General Delivery
Then Business Edition moves the highest priority address to the position just
above the city, state, and ZIP, in accordance with the USPS rule.
When an exact match with the directories is not possible, you may see that one of
the other address types was assigned, even though it is lower in the hierarchy. For
example, if there is an inexact match on PO Box, you may see an exact match on
Rural Route.

USPS-required presorting changes
New 24-piece
minimum for
Periodicals flats
New preparation for
Periodicals flats
The USPS is attempting to reduce costs by requiring a minimum of 24 pieces for
the following sacks in Periodicals flats mailings:
You no longer need to specify the minimum piece count for sacks in the scheme.
However, you must set the sack maximum large enough to hold 24 pieces.
The USPS usually processes and transports Periodicals flats separate from other
classes of mail. Now, to improve delivery speed, the USPS may transport the two
mail classes together.
Mail that doesn’t qualify for the new mixed sack level (MADC L201) is dropped
to the current mixed sack level (MADC L009). Currently, the new Origin Mixed
(OMX) ADC package and sack are optional. The USPS is proposing that they be
required as of 6 July 2006.
For more information, see:
Federal Register, 7 March 2006 (http://a257.g.akamaitech.net/7/257/2422/
Select the new Make Mixed Origin ADC
Packages/Sacks option to create the new L201
packages and sacks. This new option appears in
Periodicals flats schemes.
This new option is selected by default in new
jobs. In jobs that you previously set up, you must
select the option to create the new mixed origin
ADC packages and sacks.
Optional endorsement lines (OEL) for the new
L201 packages are slightly longer (28
characters). If you post the OEL to your database, choose File > Properties >
Database, and increase your OEL field length to at least 28 to accommodate this
longer OEL. Label printing and exporting of presorted records will automatically
accommodate the longer OEL.
USPS-required presorting changes

Periodicals flats in
sacks
To reduce handling costs for Periodicals flats mail prepared in sacks, the USPS
created two new sack types:
New sackDescription
New weight
requirement for
pallets
3-digit
carrierroutes sack
These sacks contain pieces sorted to carrier routes in a 3-digit area. They
consolidate packages that were formerly prepared in 5-digit carrier route
sacks containing fewer than 24 pieces. The 3-digit carrier route sack is an
optional
sack level. However, it’s recommended to use it to avoid losing
rate eligibility.
See the new option to create these sacks in the graphic above.
Merged 3digit sack
These sacks consolidate carrier route, automation, and presorted packages formerly prepared in merged 5-digit sacks containing fewer than 24
pieces.
When both carrier route and non-carrier route mailings are present in a
job, the software prepares sacks with merging (see DMM 705.10.0). In
this case, the merged 3-digit sack is a
required
level that may contain carrier route, 5-digit, 5-digit scheme (L007), 3-digit, and 3-digit scheme
(L008) packages. The software prepares the merged 3-digit sack after the
5-digit level and before SCF level.
These new sacks are required starting 11 May 2006 and are optional before that.
For details, see Postal Bulletin 22172:
http://www.usps.com/cpim/ftp/bulletin/pb2006.htm
Palletization is available in Business Edition as an add-on option.
The USPS wants to move more mail from sacks to pallets. Therefore, the
following types of packages on pallets have a new weight requirement:
The new Mail.dat 05-2
standard
Periodicals
Standard Mail
Package Services flat-size mail
Package Services irregular parcels
The last pallet level must be made when 250 pounds of mail is reached. Before it
could be a range of 250 to 500 pounds.
When you install Business Edition 7.70c, Business Edition handles these changes
automatically. The change is required starting on 11 May 2006. However, you can
use this preparation immediately.
For more information, see Postal Bulletin 22171:
http://www.usps.com/cpim/ftp/bulletin/pb2006.htm
With Business Edition 7.70c, if you own the Mail.dat add-on option, you can
produce Mail.dat files in the new IDEAlliance Mail.dat 05-2 format or the older
05-1 format. The 02-2 format is no longer available. If you have jobs currently set
up with the 02-2 format, they’ll be converted to use the 05-2 format when you
presort using Business Edition 7.70c.
Use the following table to determine which format to use.
DatesUse this format
Before 10 April 2006 05-1
10 April 2006 – 8 May 2006 05-1 or 05-2
Base your choice on the recipient’s ability to accept the
05-2 format. Contact the recipient to make sure that they
are ready to accept the 05-2 format. Recipients must be
ready to receive the 05-2 format on 8 May 2006.

The IDEAlliance Mail.dat
window appears at the
end of presort processing.
Container Summary
(.csm) record
If you are using the 05-2 standard, the DMM reference field no longer has “XX”
in front of the string. The container level field includes the following new codes:

Changes to the PQT record include:
The PQT records for Origin Mixed ADC sacks have been broken up by 3DG
or 3DG scheme group records.
Added value K = Origin MxADC to the Package Level field.

Other presorting changes
Print top label only for
firm packages
When you print presorted address labels through Label Toolbox, now you can
choose to print a label only for the top piece in firm packages. The top piece is the
only piece of the package that is visible and necessary, as far as the USPS is
concerned (they do not open firm packages). So printing more than the top copy
is an unnecessary expense if labels are not required internally at the destination.
1.Choose Print > Printing Options. At
the Presort Printing Options tab, select
the Top Copy Only in Firm Package
option to print an address label for
only the top copy of the firm package.
To select this option by default,
choose Tools > Options. Then in the
Presorting section, click the Printing
Options button. Then select the Top
Copy Only in Firm Package option.
2.When you reach step 4 of the Presort wizard, click the
Details button for each of the selected schemes. Select
the Make Firm Packages option for each scheme.
When you print presorted address labels, Label Toolbox
generates a label only for the top piece of the firm package.
New Presort Copies
field
Add Presort Copies field to
your database
Update Presort Copies
field
Another way of generating firm packages is by using the new Presort Copies
field. Using the Presort Copies field, you can generate multiple instances of a
record for the purpose of presorting and mailing. For example, if you want to mail
multiple copies of a periodical to a company, you can specify the number of
copies that company should receive in the Presort Copies field.
To add the new Presort Copies field to your layout:
1.Choose File > Properties > Database.
2.Click the Single Field button to add one field to the list of fields.
3.At the new field, choose Presort Copies from the Kind drop-down list.
4.Click OK to close the window.
For records that should have multiple copies generated, enter the number of
copies that company should receive. When the Presort Copies field is blank, one
copy is generated for that record.
Data entered in the Presort Copies field is meaningful for presorting purposes
only. Mail.dat, presort reports, and postage statements also reflect the copies
information.

New single-piece
scheme for Package
Services BPM
Package Services Bound Printed Matter is available in Business Edition as an
add-on option.
Package Services Bound Printed Matter (BPM) pieces that are not part of a
carrier-route or presorted-rate mailing can be mailed at the single-piece rate.
Previous versions of Business Edition did not include these pieces in mailings.
Now you can include them in your mailing by including the new PSVC Single
Piece scheme in your job.
Sacks on pallets for
Periodicals and
Standard Mail
When you set up a presort of Package Services flats, AFSM flats, irregular
parcels, or machinable parcels, the single piece scheme is listed as the last scheme
in the job. (Choose Tools > Presort > Sort Settings to begin setting up a presort.)
There is no minimum piece requirement for the PSVC Single Piece scheme.
However, if you’re mailing at least 50 barcoded flats in the single-piece mailing,
those pieces may be eligible for a barcoded discount.
If you own the multiple entry point add-on option, please note that the singlepiece scheme is processed only for the last entry point.
If you own the Business Edition palletization option, now you can palletize
sacked mail that is left over after preparing packages on pallets. This option may
help you to more efficiently transport your mail and is available for flats mailings
only.
Other presorting changes

Include sacks on pallets
scheme automatically
If you’d like to automatically list the sacks on pallets scheme in step 4 of the
Presort wizard, follow the steps below. Note that you can always add the sacks on
pallets scheme to your list of schemes (if it’s available, given the specifications of
your mailing), even if it isn’t shown automatically.
1.Choose Tools > Options.
2.Click the Pallet Schemes button.
3.If you want the sacks on pallets scheme to be automatically listed in
qualifying new presort jobs, select the option Include Sacks on Pallets
Scheme in Presort Schemes List for New Jobs.
4.Click OK to save your setting and close the window.
Select this new option if you
want the new sacks on pallets
scheme listed automatically in
step 4 of the Presort wizard.
Rearranged windowsOptions are now arranged more logically in the presorting details windows.

Exceptions: The following fields were previously PW fields and are now in
the My Database Fields group: City, State, ZIP, ZIP4, and Country. Also note
that the DB, AP, and PW prefixes are still used in Filter Builder, where you

You can still alphabetize your database fields list (not the Other fields list).
Choose Tools > Options and select the My Database Fields in Alphabetical Order
option. The option’s wording has changed to reflect the removal of the DB, AP,
and PW prefixes.
Default design filesNow you can set a default label design file for each type of label. Business
Edition uses the default label design file when you set up a new job and also with
jobs that have no design file associated with them. To save time, you can set the
default design files to what you use most often. You can always choose a different
design file later, if the default is not appropriate for a particular job.
To set default label design files:

want to insert new fields. Then click the Before or After button to indicate
whether you want to place the new fields before or after the selected field.
3.Click the new Multiple Fields button.
4.In the Insert Multiple Fields window, select the field(s) that you want to add,
as described below. Then click OK to close the window, adding the selected
fields to your database.
Click fields one at a time.
Click a group heading to select the whole group.
To deselect a field or a group, click the field or group again.
To add one or more Normal fields, choose or enter 1 (or more) from the
Normal Fields option. Normal fields are the only type of field that can
have more than one instance in your database.
For example, when you click the Names 1 heading
line, all fields in that group are selected. You can
click the Names 1 heading line again to deselect the
group, select other fields to add, or click OK to add
the fields and close the window.
Type the number of Normal fields that you want to
add, or use the scroll buttons to increase or
decrease the number of Normal fields to add.
ShortcutIf your database currently includes some fields in a group, and you now want to
add the remainder, you can select the whole group (by clicking the heading).
Business Edition will add only those fields that your layout does not already
include. For example, Business Edition will not add two State fields.

option if you want to change the capitalization in address fields and all other
fields (including name data, company data, and so on).

changed.
4.After setting all other address-correction options, click OK to begin address
correction including case conversion.
