General Safety Rules
WARNING! Read all instructions. Failure to follow all instructions listed below may result in electric shock, fire and/or serious injury. The term “power tool” in all of the warnings listed below refers to your mains-operated (corded) power tool or battery-operated (cordless) power tool.
SAVE THESE INSTRUCTIONS
1) Work area safety a) Keep work area clean and well lit.
Cluttered or dark areas invite accidents.
b) Do not operate power tools in explosive atmospheres, such as in the
presence of flammable liquids, gases or dust.
Power tools create sparks which
may ignite the dust or fumes.
c) Keep children and bystanders away while operating a power tool.
Distractions
can cause you to lose control.
2) Electrical safety a) Power tool plugs must match the outlet. Never modify the plug in any way.
Do not use any adapter plugs with earthed (grounded) power tools.
Unmodified plugs and matching outlets will reduce risk of electric shock
b) Avoid body contact with earthed or grounded surfaces such as pipes,
radiators, ranges and refrigerators.
There is an increased risk of electric shock if
your body is earthed or grounded.
c) Do not expose power tools to rain or wet conditions.
Water entering a power
tool will increase the risk of electric shock.
d) Do not abuse the cord. Never use the cord for carrying, pulling or unplugging
the power tool. Keep cord away from heat, oil, sharp edges or moving parts.
Damaged or entangled cords increase the risk of electric shock.
e) When operating a power tool outdoors, use an extension cord suitable for
outdoor use.
Use of a cord suitable for outdoor use reduces the risk of electric
shock.
3) Personal safety a) Stay alert, watch what you are doing and use common sense when operating
a power tool. Do not use a power tool while you are tired or under the influence of drugs, alcohol or medication.
A moment of inattention while
operating power tool may result in serious personal injury.
b) Use safety equipment. Always wear eye protection.
Safety equipment such as
dust mask, non-skid safety shoes, hard hat, or hearing protection used for appropriate conditions will reduce personal injuries.
c) Avoid accidental starting. Ensure the switch is in the off-position before
plugging in.
Carrying power tools with your finger on the switch or plugging in
power tools that have the switch on invites accidents.
d) Remove any adjusting key or wrench before turning the power tool on.
A wrench or a key left attached to a rotating part of the power tool may result in personal injury.
e) Do not overreach. Keep proper footing and balance at all times.
This enables
better control of the power tool in unexpected situations.
f) Dress properly. Do not wear loose clothing or jewelry. Keep your hair,
clothing and gloves away from moving parts.
Loose clothes, jewelry or long hair can be caught in moving parts. Air vents often cover moving parts and should also be avoided.
g) If devices are provided for the connection of dust extraction and collection
facilities, ensure these are connected and properly used.
Use of these devices
can reduce dust-related hazards.
4) Power tool use and care a) Do not force the power tool. Use the correct power tool for your application.

The correct power tool will do the job better and safer at the rate for which it was designed.
b) Do not use the power tool if the switch does not turn it on and off.
Any power
tool that cannot be controlled with the switch is dangerous and must be repaired.
c) Disconnect the plug from the power source and/or the battery pack from the
power tool before making any adjustments, changing accessories, or storing power tools.
Such preventive safety measures reduce the risk of starting the
power tool accidentally.
d) Store idle power tools out of the reach of children and do not allow persons
unfamiliar with the power tool or these instructions to operate the power tool.
Power tools are dangerous in the hands of untrained users.
e) Maintain power tools. Check for misalignment or binding of moving parts,
breakage of parts and any other condition that may affect the power tools operation. If damaged, have the power tool repaired before use.
Many
accidents are caused by poorly maintained power tools.
f) Keep cutting tools sharp and clean.
Properly maintained cutting tools with sharp
cutting edges are less likely to bind and are easier to control.
g) Use the power tool, accessories and tool bits etc., in accordance with these
instructions and in the manner intended for the particular type of power tool, taking into account the working conditions and the work to be performed.
Use of the power tool for operations different from those intended could result in a hazardous situation.
5) Battery tool use and care a) Ensure the switch is in the off position before inserting battery pack.
Inserting
the battery pack into power tools that have the switch on invites accidents.
b) Recharge only with the charger specified by the manufacturer.
A charger that is suitable for one type of battery pack may create a risk of fire when used with another battery pack.
c) Use power tools only with specifically designated battery packs.
Use of any
other battery packs may create a risk of injury and fire.
d) When battery pack is not in use, keep it away from other metal objects like
paper clips, coins, keys, nails, screws, or other small metal objects that can make a connection from one terminal to another.
Shorting the battery terminals
together may cause burns or a fire.
e) Under abusive conditions, liquid may be ejected from the battery, avoid
contact. If contact accidentally occurs, flush with water. If liquid contacts eyes, additionally seek medical help.
Liquid ejected from the battery may cause
irritation or burns.
6) Service a) Have your power tool serviced by a qualified repair person using only
identical replacement parts.
This will ensure that the safety of the power tool is
maintained.
Additional Specific Safety Rules for Cut-Out Tools
• Hold power tools by insulated gripping surfaces when performing an operation
where the cutting tool may contact hidden wiring.
Contact with a “live” wire will
make exposed metal parts of the tool “live” and shock the operator.
CAUTION: Laceration Hazard. Turn off tool and remove battery before making
any adjustments or removing/installing attachments or accessories.
CAUTION: Laceration Hazard. After changing bits or making any adjustments,
make sure the collet nut is securely tightened to avoid injury.
CAUTION: Laceration Hazard. Do not press spindle lock or collet lock buttons while
motor is running. The operator may lose control and drop the tool. Personal injury or serious tool damage may result.
WARNING: Shock Hazard. Shut off all live electric circuits to any areas where cut
outs will be made, to avoid fire or serious personal injury.

CAUTION: Burn Hazard. Do not touch the bit or collet nut during or immediately after
cutting material. The bit and collet nut may be hot enough to burn bare skin.
Do not run tool while carrying at your side.
The spinning bit may become
entangled with clothing and injury may occur.
Always wear eye protection. Dust mask and hearing protection must be used for
appropriate conditions. Using personal safety devices is recommended. WORK SAFE.
Always operate the tool with the depth guide in place.
The guide keeps the bit from plunging too deeply through the material. A minimum of penetration should be maintained to eliminate the danger of cutting into electric wiring.
Do not use this tool with drill or screwdriver bits.
This tool is not intended to be
used as a drill or screwdriver.
Be sure your cutting bits are sharp and in good condition.
Damaged bits can
cause the tool to jump, injuring the operator.
Never touch the bit immediately after use.
It may be extremely hot.
Be sure that the motor has stopped completely before you lay the tool down.
If the cutter head is still spinning when the tool is laid down, it could cause injury or damage.
• Be sure that the bit is clear of the workpiece before starting motor.
If the bit is in contact with the workpiece when the motor starts it could make the tool jump, causing damage or injury.
• If your tool fails to function properly, take it to an authorized service center.
There are no user serviceable parts inside this tool and it should only be opened by trained service personnel.
• Use clamps or other practical way to secure and support the workpiece to a stable platform.
Holding the work by hand or against your body is unstable and may
lead to loss of control.
• When working on a ladder or on scaffolding be sure to lay the tool down on its side when not in use.
Some tools with large battery packs will stand upright but
may be easily knocked over.
WARNING: ALWAYS
use safety glasses. Everyday eyeglasses are NOT safety glasses. Also use face or dust mask if drilling operation is dusty. ALWAYS WEAR CERTIFIED SAFETY EQUIPMENT:
• ANSI Z87.1 eye protection (CAN/CSA Z94.3),
• ANSI S12.6 (S3.19) hearing protection,
• NIOSH/OSHA respiratory protection.
WARNING:
Some dust created by power sanding, sawing, grinding, drilling, and other construction activities contains chemicals known to cause cancer, birth defects or other reproductive harm. Some examples of these chemicals are:
• lead from lead-based paints,
• crystalline silica from bricks and cement and other masonry products, and
• arsenic and chromium from chemically-treated lumber.
Your risk from these exposures varies, depending on how often you do this type of work. To reduce your exposure to these chemicals: work in a well ventilated area, and work with approved safety equipment, such as those dust masks that are specially designed to filter out microscopic particles.
Avoid prolonged contact with dust from power sanding, sawing, grinding, drilling, and other construction activities. Wear protective clothing and wash exposed areas with soap and water.
Allowing dust to get into your mouth, eyes, or
lay on the skin may promote absorption of harmful chemicals.
WARNING:
Use of this tool can generate and/or disburse dust, which may cause
serious and permanent respiratory or other injury. Always use NIOSH/OSHA
approved respiratory protection appropriate for the dust exposure. Direct particles away from face and body.

When using an extension cord, be sure to use one heavy enough to carry the current
your product will draw. An undersized cord will cause a drop in line voltage resulting in loss of power and overheating. The following table shows the correct size to use depending on cord length and nameplate ampere rating. If in doubt, use the next heavier gage. The smaller the gage number, the heavier the cord.

BATTERY CAP INFORMATION
Battery storage and carrying caps are provided for use whenever the battery is out of the tool or charger. Remove cap before placing battery in charger or tool.
WARNING: Fire hazard. Do not store or carry battery so that metal objects can
contact exposed battery terminals. For example, do not place battery in aprons,
pockets, tool boxes, product kit boxes, drawers, etc., with loose nails, screws, keys, etc. without battery cap.
Transporting batteries can possibly cause fires if the battery terminals inadvertently come in contact with conductive materials such as keys, coins, hand tools and the like. The US Department of Transportation Hazardous Material

Important Safety Instructions for Battery Packs
The battery pack is not fully charged out of the carton. Before using the battery pack and charger, read the safety instructions below. Then follow charging procedures outlined.

Regulations (HMR) actually prohibit transporting batteries in commerce or on airplanes (i.e., packed in suitcases and carry-on luggage) UNLESS they are properly protected from short circuits. So when transporting individual batteries, make sure that the battery terminals are protected and well insulated from materials that could contact them and cause a short circuit.
Important Safety Instructions for Battery Packs
The battery pack is not fully charged out of the carton. Before using the battery pack and charger, read the safety instructions below. Then follow charging procedures outlined.
READ ALL INSTRUCTIONS
Do not incinerate the battery pack even if it is severely damaged or is
completely worn out. The battery pack can explode in a fire.
A small leakage of liquid from the battery pack cells may occur under extreme
usage or temperature conditions. This does not indicate a failure. However, if the
outer seal is broken and this leakage gets on your skin:
a. Wash quickly with soap and water. b. Neutralize with a mild acid such as lemon juice or vinegar. c. If battery liquid gets into your eyes, flush them with clean water for a minimum of
10 minutes and seek immediate medical attention. (Medical note: The liquid is 25-35% solution of potassium hydroxide.)
• Charge the battery packs only in Black & Decker chargers.
DO NOT splash or immerse in water or other liquids.
• Do not store or use the tool and battery pack in locations where the
temperature may reach or exceed 105°F (such as outside sheds or metal buildings in summer).
DANGER: Electrocution hazard. Never attempt to open the battery pack for any
reason. If battery pack case is cracked or damaged, do not insert into charger. Electric shock or electrocution may result. Damaged battery packs should be returned to service center for recycling.
Important Safety Instructions for Battery Chargers
SAVE THESE INSTRUCTIONS: This manual contains important safety instructions for battery chargers.
• Before using charger, read all instructions and cautionary markings on charger,
battery pack, and product using battery pack.
DANGER: Electrocution hazard. 120 volts are present at charging terminals. Do not
probe with conductive objects. Electric shock or electrocution may result.
WARNING: Shock hazard. Do not allow any liquid to get inside charger. Electric
shock may result.
CAUTION: Burn hazard. To reduce the risk of injury, charge only Black & Decker
nickel-cadmium rechargeable batteries. Other types of batteries may burst causing personal injury and damage.
CAUTION: Under certain conditions, with the charger plugged in to the power supply,
the exposed charging contacts inside the charger can be shorted by foreign material. Foreign materials of a conductive nature such as, but not limited to, steel wool, aluminum foil, or any buildup of metallic particles should be kept away from charger cavities. Always unplug the charger from the power supply when there is no battery pack in the cavity. Unplug charger before attempting to clean.
DO NOT attempt to charge the battery pack with any chargers other than the
ones in this manual. The charger and battery pack are specifically designed to work together.
These chargers are not intended for any uses other than charging Black &
Decker rechargeable batteries. Any other uses may result in risk of fire, electric shock or electrocution.
Do not expose charger to rain or snow.

Pull by plug rather than cord when disconnecting charger. This will reduce risk of
damage to electric plug and cord.
Make sure that cord is located so that it will not be stepped on, tripped over, or
otherwise subjected to damage or stress.
Do not use an extension cord unless it is absolutely necessary. Use of improper
extension cord could result in risk of fire, electric shock, or electrocution.
Do not place any object on top of charger or place the charger on a soft surface
that might block the ventilation slots and result in excessive internal heat. Place the charger in a position away from any heat source. The charger is ventilated through slots in the top and the bottom of the housing.
Do not operate charger with damaged cord or plug — have them replaced
immediately.
Do not operate charger if it has received a sharp blow, been dropped, or
otherwise damaged in any way. Take it to an authorized service center.
Do not disassemble charger; take it to an authorized service center when
service or repair is required. Incorrect reassembly may result in a risk of electric shock, electrocution or fire.
Disconnect the charger from the outlet before attempting any cleaning. This will
reduce the risk of electric shock. Removing the battery pack will not reduce this risk.
NEVER attempt to connect 2 chargers together.
The charger is designed to operate on standard household electrical power
(120 Volts). Do not attempt to use it on any other voltage. This does not apply to the vehicular charger.

Important Charging Notes
1. Longest life and best performance can be obtained if the battery pack is charged when the air temperature is between 65°F and 75°F (18°- 24°C). DO NOT charge the battery pack in an air temperature below +40°F (+4.5°C), or above +105°F (+40.5°C). This is important and will prevent serious damage to the battery pack.
2. The charger and battery pack may become warm to touch while charging. This is a normal condition, and does not indicate a problem. To facilitate the cooling of the battery pack after use, avoid placing the charger or battery pack in a warm environment such as in a metal shed, or an uninsulated trailer.
3. If the battery pack does not charge properly: a. Check current at receptacle by plugging in a lamp or other appliance b. Check to see if receptacle is connected to a light switch which turns power off
when you turn out the lights.
c. Move charger and battery pack to a location where the surrounding air temperature
is approximately 65°F - 75°F (18°- 24°C).
d. If charging problems persist, take the tool, battery pack and charger to your
local service center.
4. The battery pack should be recharged when it fails to produce sufficient power on jobs which were easily done previously. DO NOT CONTINUE to use under these conditions. Follow the charging procedure. You may also charge a partially used pack whenever you desire with no adverse affect on the battery pack.
5. Under certain conditions, with the charger plugged into the power supply, the exposed charging contacts inside the charger can be shorted by foreign material. Foreign materials of a conductive nature such as, but not limited to, steel wool, aluminum foil, or any buildup of metallic particles should be kept away from charger cavities. Always unplug the charger from the power supply when there is no battery pack in the cavity. Unplug charger before attempting to clean.
6. Do not freeze or immerse charger in water or any other liquid.

CAUTION: Never attempt to open the battery pack for any reason. If the plastic
housing of the battery pack breaks or cracks, return to a service center for recycling.
OPERATING INSTRUCTIONS Installing and Removing the Battery Pack
NOTE: Make sure your battery pack is fully charged.
CAUTION: Make sure the switch is in the off position before removing or installing
battery.
To install the battery pack into the tool handle, slide the battery pack firmly into the handle until you hear the lock snap into place (figure B).
To remove the battery pack from the tool, press down on the release button on the back of the battery (figure C) and slide out.
To Maintain Safe Tool Control
Make sure the work surface is free of nails or screws. Cutting into a nail or screw
may cause the tool to jump, damaging the bit.
• Never operate the tool with one hand while holding the workpiece with the other hand. Always clamp the material and guide the tool with both hands.
Do not cut material lying on a hard surface. Clearance behind material to be cut must be allowed for protruding bit.
Disconnect battery from tool before making adjustments, changing bits, or cleaning tool.
Do not start the tool with bit engaged in the material. The bit may grab the material.
On/Off Slider Switch (Figure D)
To start the motor, slide the on/off slider switch (3) to “I” position. To stop the motor, slide the switch to “O” position.
Depth Guide
CAUTION: Laceration Hazard. Turn off tool and remove battery before making
any adjustments or removing/installing attachments or accessories.
Keep depth guide in place at all times during operation of the tool. For best results, adjust the guide using knobs (6) to allow the bit to protrude about 1/8 in. past the material to be cut.
Installing and Removing the Bit (Figures E, F)
CAUTION: Laceration Hazard. Turn off tool and remove battery before making
any adjustments or removing/installing attachments or accessories.
1. Remove the depth guide (5) using the end of the supplied wrench as shown in figure E.
2. To replace bit, depress and hold in spindle lock button (4) and turn collet nut (9)
counterclockwise with the wrench provided as shown in figure F.
3. Remove old bit. CAUTION:
Burn Hazard. Do not touch the bit or collet nut during
or immediately after cutting material. The bit and collet nut may be hot enough to burn bare skin.
4. Insert new bit.
WARNING: Laceration Hazard.The bits are sharp and should be handled with great
care.
CAUTION: When replacing bits, do not insert cutting flutes into the collet. This
may result in broken bits.
5. While depressing spindle lock button, turn the collet nut clockwise with the wrench to firmly tighten the collet.
CAUTION: Never tighten the collet without a bit installed.
6. Attach depth guide. NOTE: Always keep depth guide in place at all times during operation of the tool.
This tool comes with both 1/8 in. (3mm) and 1/4 in. (6mm) collets. To change collets, remove the collet nut and insert the desired collet.

Changing the Collet
CAUTION: Laceration Hazard. Turn off tool and remove battery before making
any adjustments or removing/installing attachments or accessories.
Some accessories require different sized collets. The two collets used with Black & Decker accessories are 1/8 in. and 1/4 in. The FS18SS comes with both the 1/8 in. and 1/4 in. collets as standard equipment.
TO CHANGE THE COLLET:
CAUTION: Burn Hazard. Collet may be hot.
1. Depress and hold in spindle lock button (4) and turn collet nut (9) counterclockwise with the wrench provided.
2. Remove the collet nut and collet from the threaded spindle.
3. Thread the new collet nut and collet onto the spindle.
4. Insert proper bit and securely tighten collet nut with wrench provided.
CAUTION: Never tighten the collet without a bit installed.
OPERATION
GENERAL CUTTING
When plunge cutting, hold the tool firmly with both hands, insert the bit into the material at a 45º angle. Slowly bring the tool to a 90º angle to start the cut. When cutting from the edge of the workpiece, hold the tool 90º to the work surface. With depth guide in contact with work surface, slowly bring bit into contact with edge. The depth guide should be kept in contact with the material being cut at all times. Move the tool in a clockwise direction using slow steady pressure to continue the cut. When the cut is completed allow the tool to come to a complete stop before lifting it from the material.
Cutting a Hole for an Electrical Outlet (Figure G)
WARNING: Shock Hazard. Shut off all live electric circuits to any areas where cut outs
will be made.
1. Push any wiring deeply into the outlet box to avoid damage from the cutting bit.
2. Before hanging the sheet covering the outlet, mark the approximate location of the center of the outlet on the wall board. Check the cutting bit depth against the side of the board to be sure it will cut entirely through the material.
3. Tack the sheet in place with a few fasteners avoiding the stud holding the outlet. This allows the wall board to flex slightly around the protruding fixture box.
4. Turn the tool on. Holding the tool firmly with both hands, plunge the bit straight into the center of the outlet.
5. Cut to the right until the edge of the box is touched. Pull out just enough for the bit to clear the edge of the box. Plunge in again holding the bit gently against the outside of the box.
6. Follow the outside of the box as shown keeping slight pressure against the box. This will minimize wandering and give you a clean precise cut.
7. Remove the waste and dust from the outlet. Finish fastening the sheet of wall board.
Assembling Circle Cutter (Figure H)
CAUTION: Laceration Hazard. Turn off tool and remove battery before making
any adjustments or removing/installing attachments or accessories.
1. Attach the handle and pivot knob as shown in figure H.

1. Place adaptor under depth guide opening.
2. Place circle cutter arm on top of depth guide.
3. Screw threaded arm onto adaptor to secure circle cutter arm.

Using Circle Cutter (Figure J)
1. Attach circle cutter as described in “Attaching Circle Cutter”.
2. Adjust depth of cut if necessary.
3. Layout circle to be cut and find center point.
4. Move pivot point knob to desired diameter dimension and tighten knob.
5. Start saw and cut a pilot hole in the center of the intended circle.
6. Insert pivot knob into pilot hole.
7. Hold saw and circle cutter firmly as shown in figure J.
8. Begin cut working in a clockwise direction, applying moderate steady pressure.
Vac Adaptor (Figure K)
Attach the vacuum adaptor as shown in figure K. Insert vac hose (not supplied) into adaptor.
MAINTENANCE Cleaning
CAUTION: Blow dirt and dust out of all air vents with dry air frequently. Wear safety
glasses when performing this. Never use solvents or other harsh chemicals for cleaning the non-metallic parts of the tool. These chemicals may weaken the plastic materials used in these parts. Use a cloth dampened only with water and mild soap. Do not use gasoline, turpentine, lacquer or paint thinner, dry cleaning fluids or similar products. Never let any liquid get inside the tool; never immerse any part of the tool into a liquid.
IMPORTANT: To assure product SAFETY and RELIABILITY, repairs, maintenance and adjustment (other than those listed in this manual) should be performed by authorized service centers or other qualified service personnel, always using identical replacement parts.

• Surrounding air temperature • Move charger and battery to a surrounding air temperature of above 40 degrees F (4,5°C) or below 105 degrees F (+40,5°C).
