Thank you for purchasing Wintec LP-4011+. Wintec
LP-4011+ is a PMR-product (Private Mobile Radio) that lets
you talk to as many people you wish, as often as you like,
with no need for a license, subscription or tax payment. It is
very easy to use so even children can handle it.
Please read through this manual carefully for many features
of this model.
Safety Information
1. Use only the supplied antenna. Unauthorized antennas,
modifications or attachments could damage the radio and
changes or modifications not expressly approved by the
party responsible for the compliance could void the
authority to operate the radio.
2. Avoid storing in high temperature or humid place for long
time.
3. If strange smell or smoke comes off the radio, dispatch it
to service center immediately.
4. Turn to lowest volume if external mic/speaker is used,
then adjust appropriately.
5. Never use other power sources for charging other than
the standard charger set designed for this radio model.
6. Take off battery pack if out of use for long time.

This device has been tested and meets applicable limits for
Radio Frequency (RF) exposure. Specific Absorption Rate
(SAR) refers to the rate at which the body absorbs RF
energy. SAR limits are 1.6 Watts per kilogram (over a
volume containing a mass of 1 gram of tissue) in countries
that follow the United States FCC limit and 2.0 W/kg
(averaged over 10 grams of tissue) in countries that follow
the Council of the European Union limit. Tests for SAR are
conducted using standard operating positions with the
device transmitting at its highest certified power level in all
tested frequency bands. To reduce exposure to RF energy,
use a hands-free accessory or other similar option to keep
this device away from your head and body. Carry this device
at least 5 mm away from your body to ensure exposure
levels remain at or below the as-tested levels. Choose the
belt clips, holsters, or other similar body-worn accessories
which do not contain metallic components to support
operation in this manner. Cases with metal parts may
change the RF performance of the device, including its
compliance with RF exposure guidelines, in a manner that
has not been tested or certified, and use such accessories
should be avoided.

Operation Guide
Power ON/OFF
Hold about 0.5 sec to power radio. While power ON,
hold about 1.5 sec to turn power off.
Transmitting/Receiving
While holding [PTT], speak to the microphone area. LED
glows red during transmission. To receive, release [PTT].
LED glows green when receiving.
*Keep about 10 cm from microphone area when speaking
slowly and clearly.
Volume adjustment
Momentarily press repeatedly on [▲] to adjust volume
louder. Momentarily press repeatedly on [▼] to adjust
volume lower. Press and hold [▲] or [▼] to swiftly adjust
volume. Do adjustment as you need.
*Caution: For external mic/ear user, adjust volume starting
from lowest level.
Channel selection
Momentarily press [CH] . While channel icon blinks,
temporarily press repeatedly on [▲] or [▼] to select
channel. To preset channel, temporarily press [CH] or [PTT].
Scan channels
Momentarily press [CH]. While channel icon blinks, hold on
[▲] or [▼] about 2 sec. to start scanning of channel.
Jumping of channel numbers increasingly or decreasingly
indicates scan in progress.
- Press [▲] or [▼] to change the channel scanning direction.
- When scanning, pressing [P2] will stop scanning and
return to the original channel.

- When scanning, long press [CH] to quickly switch to SOS
channel will stop scanning and jump to SOS channel (Need
to setting SOS channel).
CTCSS / DCS setting
1. Press [P1] to select the CTCSS / DCS Sub-Tone code.
2. When the SUB-Tone code is turned on, you can directly
press [▲] or [▼] to select the SUB-Tone code. After
selecting OK, press [P1] or [PTT] or [P2] to jump out of the
SUB-Tone code setting mode, And select the use of the
SUB-Tone code or turn off the SUB-Tone code.
*The SUB-Tone code for transmitting and receiving is the
same.
LCD back light ON / OFF
Temporarily press [○] (Monitor / Back light key) to turn back
light ON. Temporarily press [○] again to turn back light OFF
or it will automatically turn OFF after 5 sec. lighting.
Monitoring
Hold on [○] for about 1 sec. Static is heard if the channel is
clear or any voice on this channel can be heard regardless
of CTCSS or DCS setting. LED glows green.
Monitor is used for following purposes
- To receive weak signal due to distance or for signal
intermittently received.
- To receive all signals on same channel even with different
CTCSS / DCS setting.
Keypad lock/unlock
Hold on [P2] for about 3 sec until shows on the screen to
confirm keypad lock is enabled. To unlock keypad, hold on
[P2] again for about 3 sec until clear from the screen.
*When keypad lock is enabled, volume control and program
features are locked to prevent accidental function changes.

Function settings
Temporarily press [P2] to enable menu mode on screen.
Use [▲] or [▼] to scroll menu item between 1 and 10.
F1 Tone Call
Under menu item 1, tone call off/1 - 7 can be selected.
Factory default: 1
F2 Power Save Mode
Under menu item 2, power save modes off /01-03 can be
selected. Choose 03 if talk time is short for best power
saving.
Factory default: 02
F3 VOX ON/OFF
Under menu item 3, VOX ON/OFF can be selected.
Factory default: OFF
F4 VOX sensitivity
Under menu item 4, VOX sensitivity levels 1 - 9 can be
selected. L9 is least sensitive.
Note: If VOX is disabled in F3, this feature is invalid.
F5 Keypad Tone
Under menu item 5, select ON/OFF to enable/disable the
beep sounds.
Factory default: ON
F6 Auto Power Off
Under menu item 6, choose OFF/30/60/120 min. depending
on your need. If 30 is selected, the radio automatically turns
power off if none of the keys is operated or no signal
received after 30 min.
Factory default: OFF
F7 Transmit Time Out Timer
Under menu item 7, choose OFF/30/60/90/180 depending
on your need. If 30 is selected, the radio will stop
transmission if continuous talk exceeds over 30 sec and the
radio will automatically swift to receiving mode.
Factory default: 90 sec

F8 Squelch
Under menu item 8, choose squelch level 0 to 7 depending
on your need. If the squelch level is at 0, the static sound is
heard all the time. If setting at 1, the radio is best to pick up
weak signal but susceptible to interferences. Squelch level 7
is the least sensitive and suited for use against high
interferences.
Factory default: 3
F9 BCLO
When the unit receiving a signal, TX is forbidden for fear of
interrupting the occupied busy channel. Select menu
“BCLO” to ON/OFF setting.
F10 Scrambler
The radio sets off/1-9 codes of scrambler to measure a radio
signal securely. It can only be understand by someone who
has special group at the same code. It can’t transmission
and receiving without scrambler code.
Tone Call
Holding [PTT], temporarily press [P1] to send tone call to
other receivers. (For selection of tone call, refer to F1).
VOX ON / OFF
Holding [PTT], temporarily press [P2] to enable VOX. To
disable it, hold [PTT] and temporarily press [P2] again. For
programming of VOX sensitivity, refer to F4.
*While VOX is enabled, press of [PTT] is no longer required
during transmission. Just talk into the microphone area with
appropriate sound (depending on VOX sensitivity).
SOS (Emergency) Channel
Hold [CH] for about 3 sec to enable SOS channel until
shows on the display. To disable SOS channel, hold [CH] for
about 3 sec until disappears.

Dual channel watch
Press [CH] once, and when the LCD channel shows the
screen is flashing, while holding down [▲] and [▼] to start
dual channel listening and speaking function.
- When the channel is used in the original channel, and the
dialogue will be made every 3 seconds, the receipt will be
temporarily switched to the listening channel 0.2 seconds,
check the listening channel whether there is a signal, if the
signal is to stay in the listening channel to listen to the
channel, if no signal is received back to the original call
channel, continue to call.
- When the channel is used, the message is sent by the
[PTT] and if it is not received, it will be sent to the original
channel. If the channel is used or if the channel is used,
Letter, let go [PTT] continue to perform dual channel
listening.
*If the listening channel is not set, this function is invalid.
*In the dual channel listening, press [P2] will stop the dual
channel listening and return to the original channel.
*If you press [CH] to switch to the SOS channel, you will
stop the dual channel and skip to the SOS channel (set
first).
*dual-channel listening, if the stop dual-channel listening;
will return to the original use of the channel.

Dual watch listening and SOS channel setting
1. Press [CH] and hold [P2] until the LCD starts flashing
and , indicating that you have entered the listening /
SOS channel setting mode, and you can release [CH] and
[P2].
2. You can select the listening channel ( and ) or the SOS
channel ( and ) by pressing [▲] or [▼] in the listening
channel and SOS channel setting mode. After selecting OK,
press [P2] to set the listening channel or SOS channel, and
exit the listening channel and SOS channel setting mode.
3. If the channel you have specified is the listening channel
(or SOS channel), press [P2] to cancel the listening channel
(or SOS channel).
4. In the listening channel and SOS channel setting mode,
press [CH] or [PTT] or [P1] briefly to exit the setting mode,
but not save any setting.
Restore to factory default settings
1. Turn power OFF.
2. Hold [P2] and turn power ON simultaneously.

2. Push battery pack forward as in illus #2. It will lock into
compartment.
