January 1994
Overview
This document highlights government requirements, safety warnings, installation procedures, features, and
functions that are unique to COMSPHERER 3900 Series modems installed within the United Kingdom. This
document is intended to be used in conjunction with the COMSPHERE 3900 Series Modems, Models 3910 and3911 Point-to-Point/Multipoint, Installation and Operation Manual, Document No. 3910-A2-GN32. Please
consult this Installation and Operation Manual for overall operation of the 3900 Series modem.
Government Requirements for Great Britain
Facilities
This apparatus has been approved for use of the following facilities:
Any other usage will invalidate the approval of the apparatus if as a result it then ceases to comply with the
standards against which approval was granted.
APPROVED for connection to Telecommunication systems
specified in the instructions for use subject to the conditions
set out in them.

Connection to Supply Mains
The wires in the mains lead supplied with this equipment are coloured in accordance with the following code:
As the colours of the cores in the mains lead of this equipment may not correspond with the coloured markings
identifying the terminals in your plug, proceed as follows:
• The core which is coloured green and yellow must be connected to the terminal in the plug which is
marked with the letter E or by the earth symbol
• The core which is coloured blue must be connected to the terminal which is marked with the letter N or
coloured black.
• The core which is coloured brown must be connected to the terminal which is marked with the letter L or
coloured red.

SAFETY WARNING
For pluggable equipment, the mains socket outlet shall be installed near the equipment and be easily accessible.
Interconnection circuits between this modem and any other equipment should be such that the equipment
continues to comply with the requirements of clause 4.2 of EN41003 for TNV (T elephone Network Voltage)
circuits and clause 2.3 of EN60950 for SELV (Safety Extra Low Voltage) circuits after making connection
between circuits.
The power supply must be properly connected and switched on before the modem will work correctly.
Ringer Equivalence Number
The Ringer Equivalence Number (REN) is a customer guide indicating approximately the maximum number of
items of apparatus that should be connected simultaneously to the telephone line. The sum of the RENs should
not exceed 4. This value includes any BT provided instrument which may be assumed to have an REN of 1
unless marked otherwise. The REN of the 3900 Series modems is 3.
Warning. Do not connect any other items of apparatus in parallel with this modem.
This equipment must be earthed.

Telephone Line
These modems may be connected to the following circuits:
• Direct exchange lines of the public switched telephone network, but not shared service or 1 plus 1 carrier
systems. The line should provide either loop disconnect or multifrequency signalling.
• Private speechband circuits provided by British T elecommunications, Hull City Council or Mercury
Communications Limited.
• They may also be connected as an extension to a compatible PABX, although there is no guarantee of
correct working in all circumstances.
This modem is suitable for connection to BT circuits with signalling at a nominal frequency of 2280 Hz and
may be connected to multipoint or point-to-point circuits. The apparatus does not require signalling or
otherwise use the frequency range 0–200 Hz.
No d.c. interaction is intended between the modem and the B.T. network.
This apparatus may be directly connected to a speechband circuit or connected to relevant branch system for
speechband circuits.
Receive-to-Transmit Loss (RTL)
The RTL measurement provides an indication of the signal attenuation between the receive pair and transmit
pair of a four-wire circuit. The RTL number for the 3900 Series modems is 75.
The sum of the RTL numbers of terminal apparatus at opposite ends of a particular point-to-point circuit shall
be equal to or greater than 28; and in the case of apparatus permitted connection before 5 August 1984 it shall
be assumed for the purpose of this calculation to have an RTL number of 14 unless it has been tested and
specially allocated a number other than this.
Apparatus having an RTL number greater than 47 must be used to terminate the distant end of this circuit.
Failure to do so is a breach of the conditions of approval of this apparatus.
Connection Arrangements
If any other apparatus, including cable or wiring, is connected between the apparatus and the point of
connection to any speechband circuit, then all that other apparatus shall comply with the following:
1. The overall transmission characteristics of all that other apparatus shall be such as to introduce no
material effect upon the electrical conditions presented to one another by the apparatus and the
speechband circuit; and
2. All that other apparatus shall comprise only:
(i) apparatus approved for the purpose of connection between the apparatus and a speechband circuit;
and
(ii) cable or wiring complying with a code of practice for the installation of equipment covered by this
part of BS6328 or such other requirements as may be applicable.

Model 3910 Input Voltage Requirements
The power supply used with the Model 3910 modem (Figure 1) is auto-sensing and capable of operating
(without restrapping) with input voltages from 100 Vac to 240 Vac, and input frequencies from 50 Hz to 60 Hz.
The following procedures describe how to connect the standalone modem to the leased line, dial line, and
power supply.
Before installing your modem, make sure your installation site is clean and well-ventilated. Allow space around
the modem for installing cables and telephone cords, and make sure the modem is located within reach of the
ac power outlet. The distance between your modem and DTE should be minimized if DTE data rates exceed
19,200 bps. Also, low capacitance cables may be necessary for speeds greater than 19,200 bps or distances
greater than 50 feet.
Figure 1 shows how Model 3910 modems are connected to certain TELCO jack types using the supplied
cables.

Model 3910 4-wire/2-wire Leased-line Connection
Use the following procedure to connect a Model 3910 to the leased-line network interface (use the VF cord
labeled LEASED LINE):
1. Insert the 8-position, 8-conductor modular plug into the jack labeled LEASED, Figure 1.
2. Insert the BT631A type modular plug into the leased-line network interface.
Model 3910 Dial-Line Connection
Use the following procedure to connect the modem to the dial network interface (use the VF cord labeled DIAL
LINE):
1. Insert the 8-position, 2-conductor modular plug into the jack labeled DIAL, Figure 1.
2. Insert the BT431A type modular plug into the dial network interface.
Power Supply Connection
The power supply is equipped with an 8-pin DIN connector for modem connection, and an IEC 320 power
inlet.
NOTE
A line cord with an IEC 320 connector and the appropriate wall plug
must be provided.
Use the following procedure to connect the standalone modem to an ac power outlet:
1. Make sure the modem’s power switch is in the OFF position.
2. Insert the power supply’s 8-pin DIN male connector into the modem’s rear panel power receptacle
(Figure 1).
3. Insert the outlet connector of the line cord into the IEC 320 power inlet of the power transformer.
4. Insert the line cord wall plug into the appropriate grounded ac outlet in accordance with requirements as
stated in EN60950: ‘‘For pluggable equipment, the socket outlet shall be installed near the equipment
and shall be easily accessible.”
5. Refer to the Modem Power-Up section in Chapter 2 of Document No. 3910-A2-GN32 for modem
start-up procedures.
