Introduction
The BlastPED III Receiver/Exploder is the newest generation of Mine Site Technologies’
BlastPED System. It enables remote, centralised blasting using a PED System.
BlastPED III has been developed to cut the high cost associated with maintaining the integrity of underground blasting cables. By eliminating these cables, the costs of maintenance and lost production due to misfires are reduced.
Like its predecessors, the BlastPED III system is designed with safety as the prime criteria. It introduces additional layers of safety and improved design, while maintaining the simplicity of use, and backwards compatibility with existing BlastPED models.
The BlastPED System has two main aspects of use:
1. Setup of the remote BlastPED Exploder
2. Sending of commands from the PEDcall software
Prior to implementing the BlastPED system, a mine must establish procedures for all aspects of its correct safe use. A complete understanding of this document is essential when doing so.
WARNING: BlastPED must be used from a safe location only, and procedures developed for use at each mine must take this into account.
WARNING: Any procedures shown in this document must be used in conjunction with the
mine’s site procedures, including but not limited to tagging and explosives handling.

BlastPED III Firing Overview
The following section describes the order of events when firing a BlastPED III unit.
Setup Exploder
The BlastPED exploder is set up in a safe position near the face to be fired and turned ON. The firing line is then connected to the output terminals (see Section 3 for specific details). The BlastPED III exploder will synchronise with the PED signal.
NOTE: Refer to Section 4: Setting up the BlastPED III at the face for more information.
ARM
The PEDCALL software operator inserts the appropriate Safety Media in the PC. The ARM command is then transmitted. After ARM command is received, the BlastPED ARM LED will light, a siren will sound, and the capacitor will commence charging.
After arming, the BlastPED III unit will remain armed for up to 10 minutes. The firing process will be automatically aborted if blasting is not performed during this time (i.e. BLAST command sent & received). If this occurs it will require another ARM command before blasting can proceed.
NOTE: Refer to Section 5: Sending BlastPED III Messages for more information.
BLAST
The PEDCALL software operator sends the BLAST command to the unit which has been armed. As the BLAST command is received by the armed unit the charged capacitor is connected to the output terminals. The capacitor discharges into the firing line, initiating the detonators.
Two (2) seconds after blasting the BlastPED III exploder automatically locks out and;
The unit's output is isolated from the battery and firing capacitors
Firing cables (connected to output terminals) and firing capacitor are short circuited
Subsequent ARM and BLAST commands are ignored
The red LED labelled BLASTED, shows that the unit has discharged and is now locked
out

WARNING: A lethal voltage of up to 250 VDC is present across the output terminals when
firing occurs.
Retrieve and Secure Exploder
After blasting the BlastPED III remains locked and will not receive any subsequent messages. The BlastPED exploder must be reset (key turned to SAFE, then to ON) before another firing output can be produced.
Ensure that the BlastPED III unit is safely stored and recharged in preparation for next use.

BlastPED III Safety Features
This section covers the safety elements engineered into the operation of a BlastPED III system. Procedures for blasting should focus on and ensure their correct use.
Safety Switch
The face of a BlastPED III unit has a rotary two position switch with positions marked SAFE and ON.
In the OFF position there will be no activity on the unit’s face panel. The BlastPED III is not
capable of receiving messages or opening the short circuits between the capacitor and firing outputs.

While the BlastPED III provides protection at the output terminals all the way up until the BLAST command, it is recommended that units have their switch in the SAFE position when not being wired and set for use.
Two Message Blasting
The requirement for initiating a BlastPED III is receipt and verification of two separately generated PED messages; ARM and BLAST. These messages will take a minimum of two minutes each to transmit.
The state of the BlastPED III unit is defined as its ability to receive one of these two messages. Feedback on which state the unit is in is provided on the face panel.
A unit displaying the Power LED and Receiving LED is in its ready state and capable of receiving an ARM command.
A unit displaying the Power LED, Receiving LED, and Arming LED is in an armed state and capable of receiving a BLAST command. In this case it will also be sounding its buzzer.
The ARM commands
An ARM command tells the BlastPED III unit that blasting is imminent. After receiving a valid ARM command, a BlastPED III receiver will sound a warning buzzer and begin charging its internal capacitor.
NOTE: An ARM command should not be sent until there is confirmation that all receivers are set, and personnel have retired to a safe location.
An armed unit that does not receive a matching BLAST command within 10 minutes will revert to a ready state, capable of receiving and acting upon another ARM command.
The BLAST Command
A BLAST command tells the BlastPED III to initiate the firing lines. Only after receiving a valid ARM command is the unit capable of acting upon a matching BLAST command.
WARNING: Lethal voltages will be present at the output terminals when blasting.
After a completed blast the BlastPED III unit will show its Cycle Complete LED and is now incapable of receiving or acting upon any commands until it is reset.

Ohmmeter
When a BlastPED III has its Safety Switch turned to the ON position and has passed all internal checks, an Ohmmeter will display the line resistance at the output terminals.
BlastPED III is designed to fire a series circuit up to 75 Ohms. Circuit resistance exceeding 75 Ohms may result in a misfire.
Security Media
Each BlastPED Receiver is provided with codes required by PEDcall to generate the ARM and BLAST command for that unit. These codes can be provided on either Floppy Disk, CD-
ROM, or USB Memory Stick at owner’s request. Without these codes, PEDcall software is not
capable of generating the full commands.
The media containing these codes should be kept in a very secure location, used only when creating blasting messages, and returned immediately after. Controlling access to these codes is controlling access to who can initiate a blast.
Unique Site ID
Mine Site Technologies assigns a unique ID to every location where BlastPED III is in use. BlastPED III units are delivered with the customers Site ID pre-programmed.
This ensures that BlastPED III units from one location cannot mistakenly synchronize with the signal from another locations PED system, and in turn act upon ARM ALL and BLAST ALL commands.
PEDcall software must be configured with the Site ID. Configuring this is done in the Options screen, in Blasting Settings, under Site Security. For further information on PEDcall Options refer to the PEDcall documentation.

Setting up the BlastPED III at the Face
The following section describes the actions taken to set a BlastPED III Exploder at a working face. If there is any doubt of a unit’s capacity or reliability it should not be used under any conditions.
Check Blaster
Confirm that the BlastPED III unit has been charged and is suitable for use. Ensure the Safety Switch is in the SAFE position.
Setup only in a Safe Position
The BlastPED Exploder should be set up in a safe position where it will not be hit by fly rock or exposed to excessive concussion. The operator should place the Exploder:
Out of line of sight of the face.
In a position where the operator would be prepared to hand fire from.
Within range of the PED system signal.
Turn on Blaster
Turn the Safety Switch to the ON position. The SERVICE LED will flash and after approximately 10 seconds the Ohmmeter Liquid Crystal Display (LCD) will be activated. After another 10 seconds, the green ON LED should light, indicating the unit has self-tested, and is ready for use.
If the PED signal is present, after 2 to 5 minutes the RECEIVING LED will come on indicating the system is ready for remote signalling (i.e. it has synchronised with the PED signal).
If the BlastPED III fails any internal checks it will turn off the Ohmmeter and POWER LEDs and display the blue SERVICE LED. If the SERVICE LED is flashing the unit has detected a timing error and may be resettable by cycling power. If the SERVICE LED is solid, then the unit has detected a hardware error and must be Tagged Out. A BlastPED III unit with a solid SERVICE LED will not operate until it has been serviced by a Mine Site Technologies technician.
Connect Cables
Ensure the firing lines are not near any radios if these are in use at the mine. Connect the firing cables to the output terminals.

The circuit must be a pure (simple) series circuit. The use of Parallel, Series-in-Parallel, or Parallel-in-Series can result in a misfire. Using a series circuit is relatively straight forward with a single face, but if firing two or more faces from one BlastPED then care must be taken to ensure all the faces are wired in a simple series circuit.
The Line Resistance is continuously shown in ohms on the LCD. It should read less than the rated 75 ohms, and if more, the circuit should be checked.
The unit is now ready to receive PED commands through the PED System.
NOTE: Before leaving the site; both GREEN LEDs must be on, which indicates that the unit is ready for firing.
After firing, the firing cables should be shorted (twitched) and removed. The Safety Switch should be returned to the SAFE position. If the unit has not fired, twitch and disconnect firing lines, turn the Switch to SAFE, and report the event.

Sending BlastPED III Messages
Creating the ARM and BLAST commands is done using PEDcall for Windows Version 6 or later. Please refer to the PEDcall documentation and help files for more information including software setup.
The Blasting Message Panel
BlastPED commands are accessed from a dedicated blast message panel. This can be opened by clicking on the BlastPED icon in the main application toolbar.
Blasting can be carried out in one of three ways; as Individuals, in Groups, or All BlastPEDs fired at the same time. A unit armed in one way cannot be blasted using another. To create multiple ARM and BLAST messages without opening the message panel each time, check the Remain open after selection box that is located bottom left.
To exit the blast message panel without creating a message either click on the Close button or press ESC.
Understanding Blasting Messages
Blasting messages are handled differently to other PED messages. Operators should be aware of these differences before being authorised to create ARM and BLAST commands.

Message Priority
All blasting messages take priority over any other PED messages except other blasting messages. Blasting messages cannot be moved up or down in the Message Queue, they are sent in the order created.
Deleting Messages
Blasting messages can be deleted from the Message Queue the same way normal messages are. If both ARM and BLAST pair are in the Message Queue, then deleting one will automatically delete the other.
All pending blasting messages are deleted from the queue when PEDcall is shut down. Due
to an internal session ID it is not possible for PEDcall to send blasting messages that it didn’t
created since startup, hence any blasting messages found in the queue at startup are deleted.
Creation Restrictions
PEDcall must be connected directly to a responding PED Modulator before it will allow creation of any blasting message.
PEDcall will not allow the operator to create a BLAST command before first creating an appropriate ARM command.
Additionally, there are two options configurable in PEDcall that further restrict blasting messages.
If Single Blast Commands is checked then PEDcall will require that the ARM command is sent before allowing creation of the associated BLAST command.
If the 10-minute start-up lock is checked then PEDcall will not allow creation of any blasting commands until 10 minutes after establishing a link with the PED Modulator. This option is useful if the PED system is only turned on for blasting - it ensures that the PED signal has been generated long enough for units to synchronise before messages are sent.

Security Media
Part of the code to create an ARM and BLAST command is provided on removable storage media that can be secured to prevent accidental or unauthorized blasting message creation. Appropriate codes are included with each BlastPED III delivered. Contact Mine Site Technologies for more information on how to obtain replacements.
The codes for each method of blasting: single, group, and all BlastPEDs are separate. Providing the wrong code when attempting to generate a blasting message will produce an error.
Creating Blasting Messages
The following is a step by step guide to creating blasting messages using PEDcall for Windows Version 6.
Confirm all BlastPED III Exploders are setup and ready for blasting. Confirm which blasters will be addressed: Individual, group, or all. Confirm all personnel are in a safe location and aware a blast is pending.
Retrieve Security Media from its safe location. Remove only the type of media needed for the blasters that will be addressed.
Click the “BlastPED” button on the PEDcall Main Menu to bring up the Blasting Message Panel.
Select appropriate address if required; from the drop-down box for groups, or the scroll list for individual.
Click on the ARM button appropriate to the units being blasted.

At the Security Request prompt, connect or insert the Security Media to one of the configured locations as requested.
The Security Media must be present in exactly one of the configured locations. If a duplicate is found, it will be rejected.
Upon successful verification of the Security Media,
the message “Media verified” will be displayed and
Ready button will become enabled.
Press Ready to create an ARM message and add it to the PED Message Queue. It will be sent at the earliest opportunity.
To progress, if the Blasting Message Panel is not open, click again on the “BlastPED” toolbar icon to open it.
Click on the BLAST button appropriate to the units being blasted.
Insert the security media in one of the configured locations and click Ready to proceed when Media is verified.
A BLAST message is created on the PED Message Queue and will be sent at the earliest opportunity.

BlastPED III Maintenance
BlastPED III is designed for use in mining environments, but effort must be made to treat the unit with an appropriate level of care. It is responsible for initiating explosives; improper use and handling will compromise safety and productivity.
Recharging the Battery
The BlastPED III is powered by a rechargeable battery. The battery is internal to the unit and connected to the provided charger via the charging port.
The Charger has three indicator lights.
Power ON – RED Light
Charging – AMBER light
Charge Complete – GREEN light, steady glow
If the GREEN Charge light is blinking, it indicates the charger is not connected to the battery and may indicate the charger is not connected to the BlastPED III properly.
A complete charging cycle takes about 2 hours. Proper and adequate charging is the single most important factor in obtaining optimum life from a battery.
Service
Only Mine Site Technologies technicians are authorized to service a BlastPED III. Opening the unit is grounds for voiding the warranty and claims. If a unit is not operating as expected it should be tagged out and returned to Mine Site Technologies as soon as possible.
BlastPED III units should be audited by an approved Mine Site Technologies service technician at least once every year.
