3. Technical requirements
3.1 EEG (German Renewable Energy Law)
The necessity of active participation of operators of PV systems in the grid safety management increases with the rising share in the overall power production. This requires an option to reduce the feed-in power and participation in the compensation of the reactive power in the grid.
As such, the plant operators must fulfil the following requirements:
• They must be able to reduce the feed-in capacities of plants by remote
control or disconnect plants from the grid entirely.
• They must be able to reduce the reactive power in the grid by reactive
power compensation.
3.2 meteocontrol Power Control requirements
It is recommended to clarify the following requirements of the energy supplier, inverter manufacturer and plant operator for the Power Control already in the phase of plant planning:
• Power procedures according to which the requirements of the energy
supplier are implemented in control values for the inverters.
• Power procedures that are supported by WEB`log PRO for the inverter
types used (inverter drivers).
• Characteristic requirements for the power procedure made by the system
operator:
Note: If difficulties regarding the requirement areas arise or
necessary configuration options are not available, consult your sales contact at meteocontrol.

4. Functionality
4.1 meteocontrol Power Control Industrial
Basic function:
• The requirements for power reduction and control are received from the
energy supplier via a selected interface (digital, analogue, IEC 60870-5-
101) by PCU or WEB`log PRO inputs.
• The control values are determined from the requirements in accordance
with configurable rules. The rules can be defined in accordance with the requirements. Feedback to the operator is derived optionally.
• The control values are set on the inverter within a response time required
by the energy supplier.
• The energy supplier receives a message about the control value set on
the inverters.

In larger plants with several WEB`log PRO devices, a WEB`log PRO assumes the master function.
The master receives the requirement values from the energy supplier. The information is forwarded to all WEB`log PRO devices (slaves) or the configured IP addresses via Ethernet using a broadcast.
When changing the power requirements, the WEB`log PRO informs one or more recipients via the reporting route configured.
The message contains information on the time of changing and the required power level.
4.4.4 Deactivation of the alert
(portal function, in preparation) In the event of an enforced reduction, certain alerts are
deactivated for the duration of the reduction (e.g. comparison energy to irradiance).
The SaferSun internet portal identifies the required reduction and deactivates the alerts for this period.

6.3 Details on the PCU interface configuration
6.3.1 PCU IP configuration
If the PCU is connected to the WEB`log via TCP, depending on the architecture of the PV system IP network the IP settings of the PCU need to be changed (IP address, subnet mask).
The meteocontrol device manager service program is required for configuration. The program can be downloaded from the meteocontrol download area.
6.3.2 PCU serial configuration
If the PCU is connected to the WEB`log serially via the Modbus RTU, the Modbus client ID on the device or on the PCU may have to be changed. Every Modbus client ID may be assigned only once.
This depends on the architecture of the PV system IP network (Modbus structure and client IDs assigned).
By default, the PCU is serially (Modbus RTU) connected to the WEB`log. (see section 11.3.3.4 Connection PCU with WEB`log PRO, Modbus RTU).
Note: If the PCU is used with other additional Modbus devices, the
serial bus must be operated with the standard parameters.
6.3.3 Assignment of the PCU in WEB`log
The PCU Modbus client ID is assigned to the PCU device types (see section
6.2).

• control values are determined and sent to the inverters,
• changes to the requirements are logged and
• a notification is sent when changing the active power reduction (if
notification is configured) from the requirements in accordance with the defined rules.
Fallback operation
If no requirements are received from the master WEB`log or if no control values can be assigned, fallback operation starts.
Possible causes:
• Error in the receipt of the requirements (digital in, analogue in or
IEC).
• Error in the definition of the configuration for the power procedures
chosen.
• Communication error between PCU and WEB`log master

7.1 Active power procedures
7.1.1 P(DI)
With this procedure, the active power P is used as the control value. The DI requirement is provided by the energy supplier as a digital input signal, e.g. digital ripple control receiver and connected to the digital inputs of the PCU.
Note: Only individual outputs of the ripple control receiver may be
assigned. Bit samples (DI 1,2,4 = H‘07 for assignment of requirement value) are not permitted.
Feedback is provided via the digital outputs of the PCU.

7.1.2 P(AI)
With this procedure, the active power P is used as the control value. The AI requirement is provided by the energy supplier as an analogue input signal, e.g. analogue ripple control receiver and connected to the analogue input of the PCU.
With the analogue input of the PCU, the reduction in active power is carried out via an analogue input signal (4–20mA power signal in accordance with DIN IEC 60381-1). The feedback is carried out via the analogue output (4– 20mA power signal in accordance with DIN IEC 60381-1) of the PCU. The power reduction from the analogue value is calculated via a linear equation. For the configuration, the value pairs P1 and P2 are required, which are at the end of the line (min and max).

7.3 Details fallback operation
In the event of a communication failure between PCU and WEB`log or WEB`log master and slave, i.e. if no requirement values are received any more, fallback operation becomes active after a delay period of 10 minutes and fallback values are used. During the delay period, the parameter set of the last valid control values is used.
When activating the Power Control with incomplete requirement information, fallback operation becomes immediately active.

8. System control circuit
Controlling ensures that the changes to the power data are compensated by the PV systems on the way to the GCP (NS or MS) and the requested requirements are implemented on the GCP.
• The GCP controlling procedure is only active if the reactive power
procedure is selected.
For the correct function of the system control circuit, the following parameters must be entered correctly.
• In the area
Admin monitoring » Power Control » General configuration:
• Agreed connection power PAV [kW]
• Maximum agreed apparent power S

Note on the grid connection point (GCP):
In addition to the configuration in the WEB`log, the power quality analyser must also be configured itself.
It is recommended that the transmitters on the GCP (support type current transformer, voltage converter) are installed in accordance with the generator meter arrow system.
When selecting the components, it should be ensured that they have the precision classes of at least 0.5 (fine measurement device classes).
Furthermore, power and current converter must be selected such that the measurement range of the power quality analyser is utilised inasmuch possible. To control the active factor, a one-phase measurement is sufficient, a three-phase measurement is, however, recommended, as at the medium voltage end the transformer usually has a triangular switching group, while the voltage is measured against a star point.
A power quality analyser that suits the transformers accordingly should be chosen for the measurement, which records the active factor and current feed-in power at an interval of no more than 5 seconds and transfers this information to the WEB`log.
Electrical installation GCP
The electrical planning and installation of PV systems, in particular the GCP part of the PQA, is not included in this manual. The following steps for the use of the PQA must be observed:
- PQA to GCP The power quality analyser is connected to the grid connection point in accordance with the relevant valid directives for low voltage and/or medium voltage. Depending on the system design, transmitters are required (support type current transformer, voltage converter).

The WEB`log is the central element for the implementation of the meteocontrol Power Control.
Power Control function:
• Receipt of the processed requirement values from the PCU
• Receipt of the requirement values from WEB`log digital inputs
• Receipt of measurement values from the grid connection point
• Algorithm system control circuit for power on the grid connection point
• Requirement procedure and determination of control values
• As the master: sending of control values to slaves
• As the slave: receipt of control values
• Transfer of control values to the inverters

11. The Power Control Unit (PCU)
The Power Control Unit (PCU) is an intelligent, powerful module with different signal forms (digital, analogue, IEC 60870-5-101) can be recorded, converted and transmitted to the WEB`log for active and reactive power requirements.
Function:
• The PCU receives the requirements via inputs from the ripple control
receiver or main computer.
• The PCU prepares the requirements and sends them to the WEB`log.
• The WEB`log establishes the control values and sends them to the
inverters.
The PCU can only be operated in connection with WEB`log Pro. No PCU is required to implement a reduction in active power without reactive power procedure and without feedback to the energy supplier. This procedure, P(DI) internal, can be achieved with the WEB`log via the WEB`log digital inputs.

11.1.1.1 Potentials and bridge assignment
The potential terminals in blocks I, II and III can be assigned differently depending on the wiring. If the IO blocks are to be operated on the same potential as the PCU, the following wiring must be observed:
• +24V: Terminals 1 and 14 have the same potential
• GND: Terminals 13, 26 and 39 have the same potential
Block I
• + 24V: (terminal 1) with +IO1 (terminal 2)
• GND: (terminal 13) with -IO1 (terminal 12)
Block II
• + 24V: (terminal 14) with +IO2 (terminal 15)
• GND: (terminal 26) with -IO2 (terminal 25)
Block III
If connected incorrectly, the device may be damaged.
Notice
– Observe precise clamping.
• GND: (terminals 1 or 14) with +IO3 (terminal 28)
• GND: (terminal 39) with -IO3 (terminal 38)
Note: If the potentials of RCR and CPU are to be disconnected, the
potentials of the connection blocks (+/-IOx) may not be bridged with the PCU potential. In potential-free operation, the plus and mass potential of the RCR on +/-IO of the relevant connection block are required to ensure a safe identification of the signals.

11.2 PCU operating elements
11.2.1 Write protect slide switch
With the slide switch (see section 11.1.1, Description of the elements, No.
15), the configuration data of the Power Control can be protected against write attempts.
To configure Power Control, the slide switch must be in OFF position. After successful configuration, set the slide switch to ON to prevent abuse or
mistaken reconfiguration.
Note: If the write protection is set to ON, no configurations can be
made to Modbus devices. This affects the PCU as well as possible additional devices and inverters, which are connected via Modbus.
11.2.2 Modbus address coding switch
With the address coding switch, the Modbus client ID of the PCU is set. The client ID is required for the configuration of the PCU in the WEB`log.
11.2.3 Modbus bus termination switch
With the termination switch, the Modbus can be physically completed. This is only required if the PCU is operated in the Modbus RTU mode as the
last device.
11.3 Installation
11.3.1 Safety instructions for installation

11.3.3 Connection options
11.3.3.1 Ripple control receiver with PCU, digital inputs
The following example shows the connection of a ripple control receiver (RCR) to the digital inputs of the PCU.
The ripple control receiver and the PCU are in the same potential here. The bridge assignment block I, block II and block III can be found in the table (see section 11.1.1 Description of the elements). There is a mass connection between RCR and PCU.
Fig. 45: Connection ripple control receiver <> PCU (digital)
(1) Ripple control receiver (4) PCU (2) Signal inputs, digital (5) Mass potential (3) Signal outputs, digital
As most ripple control receivers do not have any feedback inputs, the digital PCU signal outputs (feedback outputs) do not lead to the ripple control receiver, but are designed separately. The feedback signals from the PCU must be further processed in accordance with the system concept.
Note: The signal inputs and outputs are stated as examples. The
wiring of the PCU must correspond to the PCU configuration.
