INTRODUCTION
The CT-300 ClearTest Transformer Tester is a versatile tool for quick and easy checks of transformers and the connections made to them. The transformer connections can include bundled secondaries or a cable run from the transformer to the meter.
In the field, the CT-300 is used to test the primary and secondary sides of new or reworked, deenergized single or three phase transformer installations.
In the shop the tester is used for quick screening of incoming and outgoing transformers (including their internal fuses and breakers). It tests both 1Ø and 3Ø transformers including PT’s and other instrument transformers.
HOW IT WORKS
The CT-300 is used in the field for testing connected transformers and their connected primary and secondary leads for both shorts or opens. Unlike a simple ohmmeter, the CT-300 measures transformer winding inductance and can differentiate true shorts from other low resistance windings or connected equipment such as meters.
NOTE: The CT-300 will detect most typical transformer defects including partially shorted windings such as turn-to-turn or layer-to-layer which result in an improper ratio.
BEFORE TESTING:

TESTING THE CLEARTEST TRANSFORMER TESTER
The CT-300 will automatically perform a complete self-test of the batteries, lights, beeper and all electronics when you press and hold the TEST button and is indicated by all lights and the beeper turning on. This self-test takes about one second to complete, after which the tester will begin testing whatever the leads are connected to. This self-test checks everything except for the test leads and internal fuse. To test the leads and fuse, short the test leads together and press the TEST button. A SHORT light after completion of the normal self-test indicates that the leads and fuse are good.
If the unit fails to operate, check or replace both batteries. If this self-test sequence is not completed, the unit will not perform any further testing and must be returned to the factory for service.

USING THE CT-300
For single phase transformers, use these figures as guidelines to get started. For 3Ø transformers, refer to the following page.
When all connections are proper and the transformer itself is good, the CT-300 will beep and show OK. The OPEN indication light indicates a bad connection or an open transformer winding. A SHORT light indicates a short from phase to neutral or phase to phase in the transformer or the connections to it.
NOTE: Disconnect primaries or remove primary fuses before testing secondaries.
RESULTS:
OK: Transformer coil is OK
with no shorts or opens.
SHORT:Transformer has internal
short or load is connected.
OPEN: Check connections. Transformer
coil is open or check for blown fuse or breaker.
As a quick test in the shop, the CT-300 can be used to screen transformers by checking both primary and secondary windings and connections. Test for SHORTs on both primary and secondary windings and from primary to secondary. Test for OPENs on both primary and secondary windings to check for open windings or open breakers and fuses.
This instrument is intended for quick and simple testing of transformers and the connections made to them. Do not energize visibly damaged equipment such as a leaking transformer even if the CT-300 indicates OK.

leads are connected from each phase to neutral and across each pair of phases. When all connections are proper and the transformer itself is good, the CT-300 will beep and show OK. For typical distribution voltage regulators, test using these figures as guidelines. Both the line and load bushings tested to ground should indicate the reading shown in the figures. With the regulator in the neutral position, the line and load are internally connected with the resulting test indicating SHORT.
TESTING DISTRIBUTION TRANSFORMERS FROM METER SOCKETS
An overhead or underground distribution transformer can sometimes be more conveniently tested from a meter socket served by that transformer.
The CT-300 shall only be used on equipment known to be deenergized. Test both the load and source sides of the meter socket for the presence of voltage before using the CT-300.
Using the CT-300 on the secondary side of transformers may generate high voltages on the primary side. Stay clear of all primary connections while testing. The CT-300 will test the secondary side of a transformer connected to the meter socket. Connect the CT-300 across the two source side receptacles and from each receptacle to ground and test.
NOTE: This procedure will not work if other loads are connected to the same transformer.
The wiring on the load side of the meter socket going into the main breaker can also be tested for shorts or crossed phases. Connect the CT-300 across the two load side receptacles and from each receptacle to ground. The absence of shorts or crossed phases will be indicated by an OPEN reading. If the main breaker is not open, connected loads within the building may cause a SHORT or OK indication.
The meter socket connections shown are typical. Local standards may specify different connections.

BATTERY REPLACEMENT
The CT-300 is powered by two 9V lithium or alkaline batteries. They are easily and quickly replaced by removing the battery cover on the back of the unit. Always replace the two batteries together.
NOTE: For user safety there is a non-replaceable 600V internal fuse inside the instrument. If the instrument is connected to an energized transformer, the fuse will blow. The instrument must then be returned to the factory for repair.

HD Electric Company is herein referred to either as “HDE” or “Seller” and the customer or person or entity purchasing goods or services (hereinafter collectively referred to as “Goods”) is referred to as the “Buyer”. These Termsand Conditions,any price listor schedule,quotation, acknowledgment orinvoice from HDErelevant to thesale of the Goodsand all documentsincorporatedby specificreference therein,constitutethe completeand exclusivestatement of theterms of the agreementgoverning the sale of Goodsby HDE to Buyer. Buyer’sacceptance of the Goodswill manifest Buyer’sassent to these termsand conditions withoutvariation or addition. Anydifferent or additionalterms in Buyer’spurchaseorder or other Buyerdocuments arehereby objectedto. HDE reservesthe right in its solediscretion torefuse orders.
1. PRICES AND TAXES: Unlessa fixedprice is quoted, the price at whichthis order is accepted is subjectto adjustment to HDE’sprice in effect at the time of order.Any current or futuretax or governmental charge(or increase in same) affecting Seller’s costs or production, sale or delivery or which Seller is otherwise required to pay or collect in connection with the sale, purchase, delivery, storage, processing, use or consumption of Goods (butexcluding any taxon Seller’s netincome or profit)shall be for Buyer’saccount and shallbe added to theprice.
2. TERMS OF PAYMENT:Terms arestated on HDE’sinvoice inU.S. currency.HDE shall havethe right,among other remedies,eitherto terminate thisagreementor to suspendfurther performanceunder thisand/or other agreements with the Buyer in the event Buyer fails to make any payment when due, which other agreements Buyer and Seller hereby amend accordingly, or HDE otherwise deems itself insecure. Buyer shall be liable for all expenses,including attorneys’fees, relatingto the collectionof past due amounts.Should Buyer’s financialresponsibilitybecome unsatisfactoryto HDE, cash paymentsor security satisfactory to HDE maybe required by HDEfor future deliveriesand for thegoods theretoforedelivered. Ifsuch cash paymentor security is notprovided, in additionto HDE’s otherrights and remedies,HDE maydiscontinue deliveries.HDE may applya finance chargefor paymentsmade by credit card.
3. SHIPMENT AND DELIVERY: Unlessotherwiseexpressly provided,shipmentsare made F.O.B.HDE’s shippingpoint. Riskof loss or damageand responsibilityshallpass from HDEto Buyer upondelivery to andreceipt by common carrier. Any claims for shortages or damages suffered in transit are the responsibility of Buyer and shall be submitted by the Buyer directly to the carrier. Shortages or damages must be acknowledged and signed for atthe time of delivery.While HDE will use allreasonable commercialefforts to maintainthe delivery date(s)acknowledgedor quoted by HDE, allshipping dates areapproximate and notguaranteed. HDE reservesthe rightto make partial shipments.HDE, atits option, shall notbe bound to tenderdelivery of any Goodsfor which Buyerhas not providedshipping instructions.If the shipmentof the Goods ispostponed or delayedby Buyer forany reason, Buyeragrees toreimburse HDE forany and allhandling and storagecosts andother additionalexpenses resultingtherefrom.All claimsfor shippingerrors, lost shipmentsor anyother discrepanciesmust be madewithin ninety (90)days or they willbe disallowedand deemed waived.
4. HDE LIMITED WARRANTY:HDE covers itsproducts with amanufacturer’s warrantyagainstdefects in materialor workmanshipfor a period of ten yearsin the case ofCapacitor Controlsand in all other circumstances for a period of one year, unless otherwise stated by HDE in writing. To take advantage of this warranty, the complete product must be delivered prepaid to HDE or any HDE Authorized Service Center. This warranty shall notapply to anyGoods includingbut notlimited to productswhich:(a) Have beenrepairedor altered outsideHDE’s factory(or AuthorizedServiceCenter) orin any mannerso as, inHDE’s judgment,to affectits serviceability or properoperation;(b) Have been subjectedby personsother than HDE(or AuthorizedService Center)to improper handling,operation,maintenance,repair or alteration;and, (c)Have been subjectedto normal wearand tear,misuse, negligence,improper installationor accident. HDE’s obligationunder this warranty,and the Buyer’s exclusiveremedy for the breachthereof, shall be limitedto, at HDE’s option, repair or replacement of any allegedlydefectiveGoods or issuanceof credit. HDE requiresthe returnof any allegedlydefective Goods,transportationprepaid, beforehonoring any claim.All returned Goodsare subject toinspection, andif examination does notdisclose any defect coveredby this warranty, replacementof such Goods orissuance of credit for samewill not be approved. THE FOREGOINGCONSTITUTESHDE’S SOLE WARRANTY RESPONSIBILITY ANDBUYER’S EXCLUSIVEREMEDY WHETHERSOUNDINGIN TORT, CONTRACT,STRICTLIABILITY OROTHERWISE, EXCEPTAS OTHERWISEEXPRESSLYSET FORTH INTHIS AGREEMENT.THERE ARE NO OTHERWARRANTIES, EXPRESSOR IMPLIED, WHETHEROF MERCHANTABILITY,FITNESS FOR A PARTICULARPURPOSE,OR OTHERWISE. No employee,agent, dealer,or other person is authorizedto giveany warranty onbehalf of HDE. Thiswarranty extendsonly to personsor organizationswho purchase theGoods from HDE forresale.
5. LIMITATION OF REMEDY AND LIABILITY: THE SOLE AND EXCLUSIVE REMEDY FOR BREACH OF ANY WARRANTY HEREUNDER SHALL BE LIMITED TO REPAIR, CORRECTION, REPLACEMENT OR CREDITUNDER SECTION4. HDE SHALLNOT BELIABLE FOR DAMAGESCAUSEDBY DELAY INPERFORMANCE,AND IN NO EVENT,REGARDLESSOF THE FORMOF THE CLAIMOR CAUSEOF ACTION (WHETHERBASED INCONTRACT, INFRINGEMENT, NEGLIGENCE,STRICTLIABILITY, OTHERTORT OROTHERWISE), SHALLHDE’S LIABILITYTO BUYERAND/OR ITSCUSTOMERS EXCEEDTHE PRICE PAIDBY BUYER FORTHE SPECIFICGOODS GIVINGRISE TO THECLAIM ORCAUSE OF ACTION,AND BUYERSHALL INDEMNIFYHDE FORANY DAMAGESIN EXCESS THEREOF.BUYERAGREES THAT INNO EVENTSHALL HDE’SLIABILITYTO BUYERAND/OR ITSCUSTOMERSINCLUDESPECIAL, INDIRECT,INCIDENTAL, CONSEQUENTIALOR PUNITIVEDAMAGESOF ANYCHARACTER INCONNECTION WITH THE SALE, RESALE OR USE OF THE GOODS, WHICH ARE WAIVED BY BUYER AND AS TO WHICH BUYER SHALL INDEMNIFY HDE. Theterm “consequentialdamages”shall include, butnot be limitedto,
loss of anticipated profits, business interruption, loss of use of revenue, cost of capital or loss of or damage to property, equipment, or data, or loss of reputation. Further, Buyer shall indemnify and hold HDE harmless from anyliability to Buyer,Buyer’semployees, workers,contractorsor any otherpersons arisingout of Buyer’s,and any otherpersons’,use of the Goods.All instructionsand warningssupplied byHDE will be passedon to those personswho use theGoods. HDE’s Goodsare to be usedin their recommendedapplicationsand all warninglabels adheredto the Goods byHDE shall be leftintact. It isimpossible to eliminateall risksassociated withthe useof the Goods.Risks ofserious injuryor death,includingrisks associatedwith electrocution, arcingand thermalburns,are inherentin work inand aroundenergized electricalsystems.Such risksarise fromthe widevariety ofelectrical systemsand equipmentto which Goodsmay be applied,the mannerof use or application,weatherand environmentalconditionsor other unknownfactors,all of which arebeyond thecontrol of HDE.HDE does notagree to be an insurerof these risks,and shall haveno liability forany claims arisingfrom such risks.WHEN YOU BUY OR USETHESE PRODUCTS,YOU AGREE TO ACCEPTTHESE RISKS.
6. EXCUSE OF PERFORMANCE (FORCE MAJEURE):HDE shallnot be liablefor delaysin performanceor for non-performancedue to actsof God; actsof Buyer; war;fire; flood;weather;sabotage; strikes,labor disputes, civil disturbances or riots; governmental requests, restrictions, allocations, laws, regulations, orders or actions; unavailability of or delays in transportation; default of suppliers; or unforeseen circumstances or events beyond HDE’sreasonable control.Deliveriesor other performance maybe suspendedfor an appropriateperiod orcancelled by HDEupon noticeto Buyer in theevent of anyof the foregoing,but the balanceof this agreementshall otherwiseremainunaffected.If HDEdeterminesthat itsability tosupply thetotal demandfor theGoods,or to obtainmaterialused directlyor indirectly inthe manufactureofthe Goods,is hindered,limitedor made impracticable dueto causes setforth herein,HDE may allocateits availablesupply of theGoods or suchmaterial (withoutobligationto acquireother suppliesof any such Goodsor materials)among itselfand its purchaserson suchbasis as HDEdetermines tobe equitable withoutliability forany failure of performance whichmay result therefrom.
7. CHANGES:HDE reserves the right to change designs and specifications for standard Goods without prior notice to Buyer, but not with respect to custom Goods being made for Buyer. HDE shall have no obligation to install or make such change in any Goods manufactured prior to the date of such change.
8. ASSIGNMENT: Buyer shall not assign its rights or delegate its duties hereunder or any interest herein without the prior written consent of HDE, and any such assignment, without such consent, shall be void.
9. INSTALLATION: Buyer shall be responsible for receiving, inspecting, testing, storing, installing, starting up and maintaining all Goods.
10. INSPECTION/TESTING:Buyer, at its expense,agrees thatit will promptly inspectthe Goods uponreceipt thereof,and in no event laterthan thirty (30) daysfrom the date of receiptof the Goods. Buyershall deliverto
HDE within fifteen (15) days of inspection, but in no event later than forty-five (45) days from the date of receipt of the Goods, written notice of any and all deficiencies, defects, variations from specifications or complaints of any kind with respectto the quantity,quality, condition, shipment,performance, price or appearanceof the Goods so received by Buyer. In the event no such written notice is received by HDE, Buyer shall be deemed conclusivelyto haveinspected andaccepted all suchGoods unconditionally andto have waived anyand all rightsand claims, includingwithoutlimitation anyright to rejectthe Goods orto claim damagesin respect thereof. Buyermay not returngoods withoutfirst advisingHDE of thereasons therefore,obtainingfrom HDE a materialauthorizationnumber andobserving suchinstructionsas HDE may givein authorizingsuch return.In the event a returnis authorizedby HDE, a restockingfor any Goodsrequiring repackagingor maintenancea twenty percent(20%) restockingfee shallbe assessed to Buyerin the final creditamount.
11. SERVICES: Ifthis agreementrequires HDE toperform or provideany services,HDE (including without limitation its successors, assigns, agents or any person or entity acting at HDE’s direction) shall not be responsible for any damages, claims, liabilities or expenses of any nature arising out of such services.
12. U.S. EXPORT CONTROL LAWS: All Goods sold to Buyer by HDE hereunder are subject to U.S. Export Control Laws. Buyer hereby agrees not to re-sell or divert any goods contrary to such laws.
13. COMPLIANCE:Seller/Contractorshall comply withall applicable federal,state or local laws, rules, regulations,or orders. Seller/Contractor shall complywith Executive Order 11246,as amended by Executive Order
11375, and the applicable provisions of the Office of Federal Contract Compliance Programs (OFCCP), 41 CFR Part 60, which are incorporated herein by this reference. Buyer shall comply with all applicable federal, state, orlocal laws, rules,regulationsor ordersincluding butnot limitedto the ForeignCorrupt PracticesAct of1977, as amended.HDE reservesthe rightto delay orrefuse deliveryif requestsfor reasonableassurancesof Buyer’s complianceare not tenderedas requested.
14. MISCELLANEOUS:These termsand conditionssupersedeall othercommunications,negotiationsand priororal orwritten statementsregardingthe subjectmatter hereof.No change,modification,rescission,discharge, abandonment, or waiver of these terms and conditions shall be binding upon HDE unless made in writing and signed on its behalf by its duly authorized representative. No conditions, usage or trade, course of dealing or per­formance,understandingor agreementpurporting tomodify, vary,explain, or supplementthese termsand conditionsshall be bindingunless hereaftermade in writingand signedby Seller. No modification shallbe effected by HDE’sreceipt or acceptanceof Buyer’s purchaseorders, shippinginstruction forms,of other documentationcontainingterms at variance withor in addition to thoseset forth herein,all of which are objectedto by HDE. Anysuch modificationsor additionaltermsare specificallyrejectedby HDE. No waiverby HDEwith respectto any breachor defaultof any rightor remedy andno courseof dealing, shallbe deemedto constitutea continuing waiverof any otherbreach or default of any other right or remedy,unless such waiver be expressed in writingand signed by HDE. All typographicalor clerical errors made by HDE in any quotation,acknowledgmentor publicationare subjectto correction.Validity and performance relatingto the interpretationand effectof this agreementshall be governedby the lawsof the state of Illinoiswithout regardto its conflictof law principles.
15. DISPUTE RESOLUTION:In the event of anydispute INCLUDING,BUT NOT LIMITED TO,BREACH OF CONTRACT,BREACH OF WARRANTY,CLAIMS BASED IN TORT,NEGLIGENCE, PRODUCTLIABILITY, FRAUD, MARKETING, STATE OR FEDERAL REGULATIONS, ANY CLAIMS REGARDING THE ENFORCEABILITY OF THIS LIMITED WARRANTY, AND THE WAIVER OF CLASS ACTION TRIALS between Buyer and Seller,either may choose toresolve the dispute by bindingarbitration, asdescribed below, insteadof in court. THIS MEANS IF EITHERBUYER OR SELLER CHOOSEBINDING ARBITRATION,NEITHER PARTY SHALLHAVE THE RIGHT TO LITIGATE SUCHCLAIM IN COURT OR HAVE A JURY TRIAL.DISCOVERY AND APPEAL RIGHTSARE LIMITED IN BINDINGARBITRATION. Buyer and Selleragree that the proper venueif Arbitrationis not so chosenby Buyer orSeller of all actionsarisingin connection herewithshall beonly in the stateof Illinoisand the partiesagree to submitto such jurisdiction. No action,regardlessof form, arising outof transactions relatingto the agreement,may be broughtby either partymore than two (2)years after the causeof action has accrued. The U.N. Conventionon Contractsfor the InternationalSales ofGoods shall not applyto this agreement.
16. CLASS ACTION WAIVER:BINDING ARBITRATION MUST BE ON AN INDIVIDUALBASIS. THIS MEANS NEITHER BUYER NOR SELLER MAY JOIN OR CONSOLIDATE CLAIMS IN ARBITRATIONBY OR AGAINST OTHERS, OR LITIGATE IN COURT OR ARBITRATE ANY CLAIMS AS A REPRESENTATIVE OR MEMBER OF A CLASS OR IN A PRIVATE ATTORNEY GENERAL CAPACITY. ADMINISTRATION OF AR­BITRATION:The binding arbitrationmust be administeredby the American ArbitrationAssociation (“AAA”) in accordancewith its Commercial ArbitrationRules and/or SupplementaryProcedures for Consumer-Related Disputes(including proceedingsto mitigate costs of travel).This binding arbitrationis governed by the Federal Arbitration Act (“FAA”) (9 USC §1,et. seq.) and will govern the interpretationand enforcement.The binding arbitrationshall be held at a locationdetermined by AAA or at such otherlocation as mutually agreed.In addition to the termsstated above, the followingwill apply to the binding arbitration: (1) the arbitrator,and not any federal,state, or localcourt or agency,will have exclusiveauthorityto resolve anydispute relatingto the interpretation,applicability,enforceabilityor formationof this Agreementincludingany claim thatall or any part ofthis Agreement is void or voidable; (2) the arbitrator shall apply Illinois law consistent with the FAA.
TERMS AND CONDITIONS OF SALE
