Move-update
requirement change
for Standard Mail
The USPS announced a change to the date of the move-update requirement for
Standard Mail:
We extended implementation of the Standard Mail Move Update
noncompliance charge from May 11, 2009, to January 4, 2010. The charge
applies to Standard Mail mailings that fail to fully comply with the Move
Update standards. Delaying implementation allows extra time to provide our
Standard Mail customers with additional feedback from our new postage
verification systems, but does not relieve mailers of their obligation to
comply with the Move Update standard if they intend to claim auto mation or

You can contact Technical Customer Assurance for help with your SAP

(this does not overwrite your data files). If you o verwrite version 7.90c with
version 8.00c, any mailings that you prepare must not b e submitte d until May 11,
2009. When you install 8.00c over 7.90c, your saved settings and preferences
from 7.90c are transferred to 8.00c.
Installing to a separate
location
You can install version 8.00c to a separate location. This allows you to keep using
version 7.90c to prepare mailings that you’ll submit through May 10, 2009 , and
use version 8.00c to prepare mailings that you’ll submit on or after May 11.
Not backward-compatible. When you open a job in version 8.00c, you cannot
access that job again in version 7.90c.
If you install to a separate location, you may want to uninstall version 8.00c afte r
May 11 and then install it ov er versio n 7.90c this time. By doing this, your saved
settings and preferences from 7.90c are transferred to 8.00c.
Updated directoriesThe City and ZCF directory files are updated to a new format and file name and
are not backward-compatible, meaning that you cannot use the new directories
with older versions of the software (7.90c or earlier).

You can download updated software and directories from the SAP Service
Marketplace. Follow these instructions to download software or directories. If
you’re installing from CD, you can skip this section.
Downloading from SMP
1.Go to http://service.sap.com and click SAP Support Portal.
2.Sign in with your S-User ID and password.
3.Click Downloads at the top of the page.
4.Click Download on the left navigation pane.
5.Click Installations and Upgrades.
6.Click Entry by Application Group.

Downloading a single fileTo download a single file and not use the Download Basket, click the link under
Download Object. Press and hold the Ctrl key down to get the File Download
Open or Save screen. Follow the on-screen prompts.

Download Manager
You can use the Download Basket to manage your items for download whether it
is one item or several. In the Download Basket, you will see the op tion calle d Get
Download Manager. Download Manager is a Java-based utility that allows you to
download multiple products and schedule downloads for a later time. When you
click Get Download Manager, further instructions appear on-screen.
Adding the .exe extensionFor Windows .exe files, you wi ll need to manually add the .exe file extension
when you save the file if you’re using Internet Explorer. Internet Explorer may
not keep the .exe file extension unless you manually type it at the end of the file
name before downloading. Another option is to rename the file by adding the .exe
file extension after you download.

Renaming numeric file
names
For all files, it is recommended to change the numeric file name to something
more descriptive (for example, aprilDPV.exe) before downloading. This will
make it easier for you to locate the file later when you load directories.
Install PostalsoftYou can install from downloaded files or from a software CD. Before you install
software, close any open programs, especially antivirus programs, which can
interfere with installation. To install software, you need full administrator righ ts.
To install the software from a downloaded file:
Y o u must unzip the downloade d file, before you can install the software. If you’re
installing from CD, you can skip this section.
1.Locate the downloaded file.
2.Double-click the file that you downloaded to unzip the downloaded files.
Unzip them to a new folder named, for example, Version800.
3.Go to the Version800 folder and double-click setup.exe to install the
software.
To install the software from CD:
When you insert the software CD in your CD-ROM drive, the installation
program should start automatically. If it doesn’t, follow these steps:
1.Access your Windows Start menu and choose Run.
2.In the Run window, type x:\setup (where x is the letter of your CD-ROM
drive) and click OK.
.NETDuring installation, a delay may occur while the Microsoft .NET Framework is
installed. Please be patient and allow installation to finish.
RebootWhen installation is complete, the installation program restarts your computer.
Install directoriesDirectories are available separately from your software. T o install directories, you
need full administrator rights.
The process for installing directories may change in the coming months. For the
latest installation instructions, open the directoryinstall.html file that is included
with your directory download or CD.
Which directories? The CASS Cycle M Diversified directories are for use
with version 8.00c. If you will continue using 7.90c until May 11, you will
also need the Diversified directories for use with 7.90c. See “Updated
directories” on page 7.
To extract your downloaded directory files:
If you’re installing directories from CD, you can skip this section.
USPS directory files that you can download are in a self-extracting (.exe) format.
The self-extracting file contains a .zip file that you must extract and unzip.

window appears, insert the Diversified Directory CD.
5.In the Loading Options window, specify whether you’re loading the directory
from a Downloaded File or from File Folder / CD. Specify the Source Location (where you’re loading from), the Destination Location (where
you want the directories installed to), and click Load. Repeat this step for
each type of directory that you're loading.
You can click Browse to search for the location that you’re loading from and to.
You can also click Skip if you do not want to load a particular directory now.
When you load the Diversified directories, the ZIP4US directory is installed to
the destination that you specify. Other smaller directories installed with ZIP4US
are automatically installed to your default directory installation folder.

Rate case changes set
for May 11, 2009
The latest USPS rate case goes into effect on May 11, 2009. With this rate case,
the USPS adjusted some pricing and sortation levels.
Postalsoft 8.00c uses the new USPS domestic mailing services prices. Mailings
that you prepare with Postalsoft 8.00c must not be deposited until May 11, 2009,
or later.

The USPS is aligning standards for First-Class and Standard Ma il automation and
machinable letters. Machinable letters must now satisfy all the conditions for an
automated letter, but they don’t have to use qualifying barcodes.

The USPS changed the minimum thickness for machinable letters to a uniform
thickness of 0.009 inches, replacing the 0.007 inch minimum. This change also
affects Periodicals letters, but not First-Class cards.
SortationAll sort levels above the Mixed AADC level are now optional for First-Class
automation letters and Standard Mail automation and machinable letters.

The USPS made pricing and sortation changes for Standard Mail machinable and
irregular parcels and Not Flat-Machinable pieces (NFMs) prepared in sacks.
NFMs are aligning
with irregular parcels
The USPS is aligning rules for NFMs and irregular parcels. In turn, these rules
are being more closely aligned with machinable preparation. A new SCF level
was also added to machinable preparation.
For both irregular parcels and NFMs, the sortation levels are changing. Sortation
starts at the 5-digit/SCF level and ends with BMC/origin-BMC/mixed-BMC
levels, instead of ending with ADC/Mixed ADC leve ls.
5-digit pricesStandard Mail parcels (machinable, irregular, or NFM) that you used to be able to
enter at an origin facility are no longer eligible for 5-digit pricing. To qualify for
5-digit pricing, drop the mail at a DBMC/ASF, DSCF, or DDU facility.
3-digit prices replaced
with SCF prices
The USPS replaced the 3-digit pricing for irregular parcels and NFMs with an
SCF price. Similar to the 5-digit price, the SCF price is available only when you
enter SCF-sorted parcels at a DSCF facility.
BMC sortation levels STD mail parcels (machinable and irregular) and NFMs gain a new origin BMC
level that has no minimum.The origin BMC level accounts for mail that is
destined within the same BMC area as the origin facility. Mail pieces that are in
origin-BMC containers receives mixed-BMC rates.
The USPS also replaced the ADC and MADC price levels with BMC and Mixed
BMC levels for irregular parcels and NFMs less than 6 ounces. For BMC-sorted
parcels entered at origin, at least 200 pounds must be palletized to qualify for the
price.

The software supports the latest USPS requirements for Intelligent Mail (IM). For

Service type changesThe following changes to service types are available in the software:
The USPS has updated Intelligent Mail service typ es, and therefore the list of
service types offered within the software is also updated.
Full- and basic-service automation-priced mail requires a different service
type identifier than non-automation priced mail. The software automatically
performs the required conversion for you.
The Service Type drop-down list in the Intelligent Mail Information window
shows the service type description, with the service type number shown
below. The service types shown in the drop-down list are limited to the mail
class that you’re mailing.

Two levels of service:
full or basic
Starting in May 2009, you can use IM barcode basic-service and full-service
options. Using the full-service option results in automated address correction
notices for letters and flats, as well as start-the-clock information.
Postalsoft DeskTop Mailer offers the basic-service option. If you want to use the
full-service option, you can upgrade from DeskTop Mailer to Business Edition.
OptionDescription
Basic-serviceWith the basic-service option, the USPS requires you to use IM barcodes on your letter
and flat mail pieces in place of POSTNET barcodes. The USPS also requires:
CASS certified delivery point information that is included in the current POSTNET
barcode.
A USPS-assigned Mailer ID, the class of mail indicated in a Service Type ID field, and
the optional endorsement line (OEL) information in the Barcode ID field if an OEL is
printed on a flat-sized mail piece.
A serial number containing numbers that you choose. Unique numbers not required.
Full-serviceWith the full-service option, the USPS requires you to include the following information:
Use unique barcodes on letters and flats.
Use unique serial numbers (Mailer ID plus sequence number) on letters and flats. The
serial numbers do not have to be unique if a mailing has less than 10,000 copies.
A USPS assigned Mailer ID, the class of mail indicated in a Service Type ID field, and
the optional endorsement line (OEL) information in the Barcode ID field if an OEL is
printed on a flat-sized mail piece.
Use Intelligent Mail tray labels that have unique barcodes, on trays and sacks.
Generate electronic postage statements and documentation, when required.
Tray and sack labelsThe USPS is accepting transitional Intelligent Mai l (IM) tray and sack labels now.
These transitional labels include both the 24-digit Intelligent Mail barcode and
the 10-digit Interleaved 2 of 5 barcode.
Starting in May 2009, the USPS will begin accepting IM tray and sack labels that
include only the 24-digit Intelligent Mail barcode. Do not use the 24-digit labels
until you have confirmed with the USPS that they will accept these labels.

The Piece Has a Uniform Thickness option (for Standard Mail irregular parcels
and NFMs) is no longer available in the software, as the USPS no longer requires
this information.
Options rearrangedSeveral software options are in different windows, and some simply repositioned
within the same window:
The Participate in USPS PostalOne! Program option and the Participate
in USPS Confirm Program options are now in the Sort for Mailing - Piece
Information window, the first window of the Presort wizard. When you set
these options at the first step of the wizard, the software can more gracefully
guide you through setting other options required by Confirm and/or
PostalOne.
Several options in the Sort for Mailing - Mailing Information window are
in new locations within that window. The options are more logically grouped.
New move update
method listed
A new option is available in the Move Update Method drop-down list in the Sort
for Mailing - Mailing Information window. The new option is Simplified/Occupant/Excep. Address. Choose the new option if you’re using simplified
addresses or similar, in which case no move-updating is necessary. The meth od
that you choose is filled in on the Postage Statement.

With CASS Cycle M, the software is required to provide a USPS-approved 13character city name upon your request if one exists. If the city name is not valid
(for example, it is a place name), the software relies on other settings in the job to
determine what city name to assign.
To use the USPS’s 13-character (or less) abbreviation for city names that are
longer than 13 characters, choose Tools > Correct Address > Multi Record or
Current Record and select the new Use USPS City Abbreviation option. The
option is not selected by default.
Place names: The Use USPS City Abbreviation option applies to place

With CASS Cycle M, the USPS requires that the software provi de you with a
means to output addresses of 30 characters or less. The abbreviated version of the
address is assigned only when the address is greater than 30 characters. If the
output address is 30 characters or less, the street name is not abbreviated.

DPV Vacant Indicator
field
In previous releases, as a result of DSF2 processing through Extended Services,
the DSF2 Vacant Indicator field showed whether or not an address is vacant.
With version 8.00c, this field has been renamed to DPV Vacant Indicator and is
updated when you perform DPV processing as part of address correction o r
through Extended Services processing.
The DPV Vacant Indicator field contains the following data as a result of DPV
processing

If your record layout currently includes the DSF2 Vacant Indicator field, it is

you can build more accurate and complete addresses by adding
suite numbers to business addresses. With the secondary address information
added to your addresses, fewer mail pieces are Undeliverable-As-Addressed
(UAA), and more mail pieces are sorted by delivery sequen ce and del ivere d with
accuracy and speed. The addition of secondary number information to your
addresses allows for the most efficient and cost-effect ive delivery sequencing and
postage discounts.
The software attempts to match a company name, a known high-rise address, and
