USPS news

Move update Effective November 23, 2008, the USPS is updating its move-update

requirements:
The USPS is reducing the window for move-update processing to 95 days
before the mailing date. This means that, for example, addresses used for a November 23 mailing must have been move-updated no earlier than August 20, 2008.
The new move-update requirement applies to Standard Mail letters, flats,
parcels, and Not Flat-Machinables, and automation-rate and presort-rate First-Class mail.
Postalsoft offers several methods of move-updating. See your user’s guide or online help for details.

Installation

Operating systems Postalsoft runs on the following Windows operating systems:

Install Postalsoft You can install from downloaded files or from a software CD that you ordered.

Before you install Postalsoft, close any open programs, especially antivirus programs, which can interfere with installation. To install the software, you need full administrator rights.
To install the software from a downloaded file:
If you downloaded your software from the SAP Service Marketplace (SMP) or Electronic Software Delivery (ESD) site, then you must unzip the downloaded files first, before you can install the software. While you’re downloading, make note of the file name and the location that y ou do wnlo ad to so that y ou ca n easily locate the file.
1. Locate the downloaded file.
2. Double-click the file that you downloaded to unzip the downloaded files.
Unzip them to a new folder named, for example, Postalsoft790.
3. Go to the Postalsoft790 folder and double-click setup.exe to install the
software.
To install the software from CD:
When you insert the Postalsoft program CD in your CD-ROM drive, the installation program should start automatically. If it doesn’t, follow these steps:
1. Access your Windows Start menu and choose Run.
2. In the Run window, type x:\setup (where x is the letter of your CD-ROM drive) and click OK.
.NET. A delay may occur while the Microsoft .NET Framework is installed. Please be patient and allow installation to finish.
When installation is complete, the installation program restarts your computer.

Install directories Directories are available separately from your software. To install directories, you

need full administrator rights. The process for installing directories may change in the coming months. For the
latest installation instructions, refer t o the instruc tions pro vided in the HTML fil e that comes with your directories.
To download and extract directory files to your computer:
1. Download the self-extracting directory file from the SAP Service Marketplace (SMP) or Electronic Software Delivery (ESD) site and specify where you would like to save the file.
2. Locate and double-click the .exe file that you downloaded.

3. When you’re prompted for the location in which to place the zipped directory
file, browse to the folder where you want to place the file and click Install.
4. Repeat steps 1 through 3 for each self-extracting .exe file th at you’re
downloading. If you’re installing ZIP+4, eLOT, DPV, and LACSLink, you will have four files total.
To load the directories:
1. Open Postalsoft and choose File > Load Directories.
2. In the Load Directories window , select the directories that you want to install.
Diversified directories include ZIP4US and other directories needed for
presorting and address correction.
eLOT directory is used when assigning Line-of-Travel codes for carrier-
route discounts.
DPV directories are used during Delivery Point Validation processing.
DPV is required for CASS certification.
LACS
Link
directories are used during Locatable Address Conversion
System processing (converting rural route addresses to street addresses,

and other types of renaming). LACS
is required for CASS
certification.
3. Click OK.
A Loading Options window appears for each directory that you chose to install. When you finish loading one directory, the next Loading Options window appears.
4. If you’re installing from CD, insert the corresponding directory CD as needed. For example, when the Diversified Directory Loadin g Options window appears, insert the Diversified Directory CD.
5. In the Loading Options window, specify whether you’re loading the directory from a Downloaded File or from File Folder / CD. Specify the Source Location (where you’re loading from), the Destination Location (where you want the directories installed to), and click Load. Repeat this step for each type of directory that you're loading.
You can click Browse to search for the location that you’re loading from and to. You can also click Skip if you do not want to load a particular directory now.
When you load the Diversified directories, the ZIP4US directory is installed to the destination that you specify. Other smaller directories installed with ZIP4US are automatically installed to your default directory installation folder.

Automatic updates

Postalsoft 7.90c includes a new automatic update feature, which makes software revisions and hot fixes available to you by automatic download via the internet. You won’t have to go to the corporate web site to download hot fixes and revisions.

Set options You can choose how often you want the software to check for updates.

1. Choose Tools > Options.
2. In the Options window, click the Software Updates button.
3. In the Software Update Options window, enter your customer number (S
User ID) which is necessary for verification of your account when checking to see if any updates are available for your software.
4. Choose how often you want Postalsoft to check for software updates:

Intelligent Mail

Postalsoft and Label Toolbox support the latest USPS requirements for Intelligent Mail (IM).

Timeline The USPS has adjusted the dates by which Intelligent Mail serv ices may be us ed.

A broad overview of the upcoming IM timeline is listed below. These dates are subject to change.
Timeframe Description
Now You can use Intelligent Mail barcodes on your mail pieces, or you can
continue using Postnet barcodes. You can also use Intelligent Mail tran­sitional sack and tray labels.
February 2009 The USPS plans to announce pricing differences between full service
and basic Intelligent Mail. April 6, 2009 You can use Intelligent Mail pure 24-digit tray labels. May 2009 Y ou must print IM barcodes that include delivery point routing codes on
all automation flats.
Postal systems support full-service use of Intelligent Mail, including
automated address correction notices for letters and flats and start-the-
clock information. Fall 2009 If there’s a price difference between full service and basic, those rates
take effect in Fall 2009. May 2011 Starting in May 2011, you can no longer use the Postnet barcode.

Wording change Intelligent Mail wording within Postalsoft and Label Toolbox is updated to

USPS-preferred wording (Intelligent Mail barcode or IM barcode). You’ll notice the updated wording within the software interface and also in design files.

Two levels of service: full or basic

The USPS offers two levels of Intelligent Mail service: full and basic. Both of these options are described below.
Postalsoft DeskTop Mailer offers th e bas ic op tion. If you would like to use the full-service option, you can upgrade from DeskTop Mailer to Business Edition.

Basic service With the basic-service option, you print Intelligent Mail barcodes on
your letter and flat mail pieces. With basic service, serial numbers do not have to be unique.

Full service With the full-service option, you are required in most cases to use
Intelligent Mail barcodes with a unique serial number to identify each mail piece.
The USPS’s
for Full-Service Mailings
Full-service automation mailings require Intelligent Mail barcodes on mail pieces, tray labels used on trays and sacks, and pallets or other containers (when containerization is required). The Intelli­gent Mail barcode on the full-service mailpieces must include a full-service Service Type ID and must include an assigned Mailer ID, OEL information in the Barcode ID field if an OEL is used, delivery point information, and unique serial numbers.

Choosing your barcode type

When you begin setting up a presort, one of the first things you do is to choose which barcode, if any, to print on your mail pieces.
T o choose the barcode type:
1. Choose Tools > Presort > Sort Set tings.
2. In the Sort for Mailing - Piece Information window, choose the desired barcode type.

Mailer IDs The USPS-assigned mailer ID is one component that makes up the Intelligent

Mail barcode. You enter mailer IDs in Postalsoft, and Postalsoft keeps track of them for you so you don’t have to enter the same information repeatedly. Tracking IDs is especial ly hel pful if yo u p re pare mail ing s for mul tip le c ust omers and therefore have multiple mailer IDs to keep track of.
You enter mailer IDs in the Intelligent Mail Informa tion win dow. See “Intelligent
Mail Information Window” on page 10.

Mail piece serial numbers

The serial number is another component that makes up the Intelligent Mail barcode. You can choose to use unique serial numbers for each mail piece or to use the same serial number on each mail piece, whether you’re using basic or full service Intelligent Mail.
For basic service, you are not required to use un ique seri al numb ers for each mail piece. However, you can use unique serial numbers if doing so is beneficial to your business.
Unique serial numbers If you’re using unique serial numbers, the USPS requires that the serial numbers
be unique for 45 days from the day when the USPS receives the mail. You are responsible for the uniqueness of the value you get from combining the
mailer ID and serial number. The length of the mailer ID plus the serial number must be 15 digits in length. This combinatio n shou ld be uniq ue fo r a perio d of 45 days for full service.
To ensure that you meet this requirement, Postalsoft keeps track of the serial numbers you’ve used and warns you if the serial numbers you’re using are not unique within a certain number of days (90 by default). You can adjust this setting (Tools > Options, Intelligent Mail Options).

Postalsoft tracks serial numbers that are used in Postalsoft. If you’ve used serial numbers outside of Postalsoft, those are not tracked within Postalsoft, and you must ensure that the numbers you’re using in Postalsoft haven’t already been used elsewhere.
Postalsoft tracks serial numbers per computer. If you have Postalsoft installed on multiple computers, make sure that you’re not reusing the same numbers on each computer. For ex am ple, you could use serial numbers 1­9999 on computer A and numbers 10000-19999 on computer B.
Entering serial number information

Intelligent Mail Information Window

You enter serial number information in the Intelligent Mail Information window. See “Intelligent Mail Information Window” on page 10.
After you complete the presort wizard (Tools > Presort > Sort Settings), the Intelligent Mail Information window opens, where you enter information needed for producing Intelligent Mail barcodes and labels.
New and updated options in the Intelligent Mail Information window:
Option Description
Mailer ID Type a mailer ID number directly in the Mailer ID box, or click Setup
(in the drop-down list) to enter or edit mailer IDs with corresponding description, if desired, in the Mailer ID(s) window.
Create for each mail piece
Choose The Same Serial Number if you want to use the same serial number in the Intelligent Mail barcodes for all pieces in this mailing. Or choose Unique Serial Number if you want each mail piece in this mailing to have a unique serial number in its Intelligent Mail barcode.

Intelligent Mail Serial Number History report

You can view a list of serial numbers you’ve used, sorted by Mailer ID, in the Intelligent Mail Serial Number History report.
To produce the Intelligent Mail Serial Number History report:
1. Choose Print > Reports.
2. Choose the Intelligent Mail Serial Number History report.
3. Click Print to print the report or click Preview to view it on screen.

Serial numbers shown in the report are those that were used within double the unique period specified. For example, if you leave the default unique period set to 90, the report will show all serial numbers used within the past 180 days.

New Intelligent Mail
The following new Intelligent Mail barcode fields are available to use:

You can add this field to your database layout and Postalsoft populates it with the barcode represented as DATF characters when you perform presort post­ing. 65 The encoded barcode in mixed case, which some high-end inkjet printers
require. This field’s even characters (the 2nd, 4th, and so on) are lowercase to shorten the length of the barcode.
In Postalsoft, you can export the field for use when printing with other soft­ware. However, you cannot add this field to your database layout for posting.

To export the Intelligent Mail barcode fields listed above:
1. Choose File > Export and choose settings as you normally would.
2. In the Group Export window, choose Presorted Records and click Next.

Adjustable barcode width

3. In the Export Presort Information window, choose the desired fields,
including IM_BAR, IM_BAR_AC, and/or IMB_ADR, and click Next.
4. Complete the export as you normally would.
Now you can adjust the width of the Intelligent Mail barcode if you’re using a Windows printer driver. You may need to ad just the width, depending on your printer’s output, to make the barcode meet USPS requirements for the barcode width. When you adjust the barcode width in Labe l Toolbox, only the barcode width is affected — not the height.
If you adjust the barcode width, be sure to ve rify that the barcode is st ill valid after printing it with your printer.
To adjust barcode width in Label Toolbox:
1. Select the Intelligent Mail barcode on your mail piece desi gn.
2. Right-click and choose Properties.
3. Adjust the Width setting as needed.

Set default You can change the default Intelligent Mail barcode width if you’re working with
a Windows printer driver. The default setting is used in the following cases:
For any new Intelligent Mail barcode obj ects that you place.When a new design is created using the Label Toolbox wizard and an
Intelligent Mail barcode is selected to be added to the label.
To adjust the Intelligent Mail barc ode width default in Label Toolbox:
1. Choose Tools > Options.
2. At the Miscellany tab, adjust the Default IM barcode font width for new objects setting as needed.

Intelligent Mail design files

Postalsoft offers Intelligent Mail design files for address labels and tray and sack labels. These designs conform to the latest Intelligent Mail standards.
You can use the Intelligent Mail address labels for your mailings now. You can also use the Intelligent Mail tray and sack transitional labels now. These transitional labels include both the 24-digit Intelligent Mail barcode and the 10­digit Interleaved 2 of 5 barcode.
The USPS is not yet accepting Intelligent Mail tray and sack labels that include only the 24-digit Intelligent Mail barcode. The USPS has announced that they will begin accepting the pure 24-digit Intelligent Mail tray labels April 6, 2009. Until then, you can produce pure 24-digit Intelligent Mail tray labels for your own testing purposes but not for mailing.
All Intelligent Mail designs contain “IM” in th eir file names. You can see a listing of all designs in Label Toolbox.

Prepare Periodicals fletter-sized mail as flats

Now you can prepare your Periodicals fletter-sized mail entirely as flats. Previously this was only possible with Standard Mail fletters. Mailing fletters entirely as flats is an optional feature that c an help you to reduce prod uction costs.

What is a fletter? A fletter is a mail piece whose dimensions qualify it as an automated flat or a

regular letter. The height of the piece is between 6 and 6.125 inches, and the width is not more than 11.5 inches.

Preparing a fletters mailing

When you presort fletters, you can save on postage by processing the piece s with a 9-digit ZIP Code as automated flats and the remaining pieces as regular letters. (The automated flats get a better postage rate.) Or — for Periodicals and Standard Mail only — you can choose to process all pieces as flats to save on production costs.
If you choose to process the entire mailing as flats, the non-automation pieces are charged flats rates, resulting in higher postage rates but reducing production time and labor costs. You decide where you can benefit the most.
When you presort Standard Mail or Periodicals fletters, you’re given the choice to prepare the non-automation pieces as letters or flats. The scheme choices that Postalsoft presents correspond to your selection in this window.

Co-packaging The USPS requires fletters to be co-bundled (co-packaged) when prepared

entirely in sacks. Select the Prepare Copackaged Auto and Reg Pieces opti on in the scheme details window.

Mix simplified mail with non-simplified mail

You can now prepare simplified and non-simplified (normal) walk-sequenced carrier-route mail in the same Standard Mail letter or flat job. Preparing simplified and non-simplified mail together in the same mailing can save time and preparation costs.
Simplified mail is mail that does not contain specific name or address information. Simplified mail pieces have “Current Resident,” for example, in place of a name. These pieces are then delivered to every address within a mail carrier’s route.
When you mix simplified and nonsimplified mail, you are processing a single mailing list that contains both simplified and non-simplified addresses as saturation walk sequence.

USPS requirements Be aware of the following USPS requirements:

Simplified mail and non-simplified mail are combined to count towards the
minimum mailing requirement of 200 pieces or 50 pounds.
Your simplified address routes must meet complete coverage requirements
(see DMM 602.3.2 for more information).

Preparation requirements for letters

When mixing simplified mail with non-simplified address carrier-route mail, Postalsoft separates the simplified pieces and the non-simplified pieces into separate trays. Postalsoft splits the pieces for the following reasons:
The contents line for simplified address mail is different from the contents
line for saturation carrier-route mail.
The simplified mail is not barcoded, while the saturation carrier-route mail
claiming letter rates is barcoded.

Preparation requirements for flats

Postalsoft prepares simplified address pieces in separate bundles (packages) from the non-simplified addressed mail. This is for the mail carrier’s convenience in handling the simplified mail. The simplified mail bundles can be sacked with the non-simplified mail bundles.

mailing, the following fields must be present in your record layout:

To mix simplified and non-simplified addresses in walk-sequenced mailing:
1. Choose Tools > Presort > Sort Settings and set up your mailing as usual.
2. When you reach the Presort - Schemes window, click the Details button for your Standard Mail letter or flats scheme, and set the Retain Walk Sequence option to Mixed to indicate that you are mixing simplified and non­simplified addresses in this mailing.
The following values are available for the Retain Walk Sequence option:
Value Description
Yes Indicates a walk-sequenced mailing using normal addresses. No Indicates that the job is a carrier-r oute LO T m ailing. Simplified Indicates that the entire job is composed of simplified address pieces. Mixed Indicates that the job includes some simplified addresses and some
non-simplified addresses.
3. Select other scheme options as needed, and click OK to close the window.
4. In the Presort - Schemes window, click the Walk-Sequence Options button.
5. In the Presort Walk Sequence Options window, select the appropriate walk sequence option for your simplified mail pieces.
The CDS simplified walk-sequence options are new with this release and apply to your simplified addresses in the same way that the CDS walk­sequence options apply to your non-simplified addresses.

Move-update method

Now you can indicate your move-update method while setting up a presort job. The method you indicate will be printed on your Postage Sta tement to show the USPS that you have the most up-to-date name and address information. This allows you to obtain discounted rates on your mail pieces.
Postalsoft offers several methods of move-updating. See your user’s guide or online help for details.
Selecting a move-update method during presorting only indicates which method you’ve used to perform move-updat ing — it do es not perform move- updating.
Indicate your move­update method
To indicate your move-update method:
1. Choose Tools > Presort > Sort Settings and begin setting up your preso rt a s
usual.
2. When you reach the Sort for Mailing - Mailing Information window, make

Reduced overflow trays

The reduced overflow trays option is availabl e for First Class automation and Standard Mail automation and machinable letters. Reduced overflow trays may reduce the number of trays required for a mailing without impacting postage.

Preparation DMM 245.7.5 states:

Instead of preparing overflow trays with fewer than 150 pieces, mailers may include these pieces in the next tray level when a tray of 150 or more pieces can be made.
When you choose to use reduced overflow trays, you must g roup the mail that is going into the next tray level by destination and place it at the front of the tray.
The reduced overflow tray option does not apply to origin, entry 3-digit, or scheme trays. This means that you’ll have to make additional ov erflow origin/ entry 3-digit/scheme trays because you can’t drop remaining mail to the next level.
Also note that trays can’t be reduced if your mail is in a 5-digit scheme tray in which the scheme contains ZIP Codes from multiple 3-digit areas.

The Make Overflow Trays option

To set up reduced or overflow trays:
1. Choose Tools > Presort > Sort Set tings and set up your presort as usual.
2. When you reach the Presort - Schemes window, click the Details button.
3. In the scheme details window, choose from the Make Overflow Trays drop- down list:

Overflow mail is marked with an asterisk (*) on the Qualification report. The Qualification report also indicates how many pieces in the tray came from the finer-sorted tray instead of the overflow tray.

Increased Entry Point Name field size

The Entry Point Name field is now 35 characters long. Previously it was 31 characters long. The extra characters show the facility type before the facility name. For example:

You’ll notice the facility type information added everywhere entry point facility names are given within Postalsoft:

When you create new jobs, the Entry Point Name field defaults to 35 characters. In your existing jobs, change the field length to 35.
To change the Entry Point Name field length to 35:
1. Choose File > Properties > Database.
2. Find the EP_NAME field name (Entry Point Name field kind), and change Len (length) to 35.
3. Click OK to save your change and close the window.

Other changes in Label Toolbox

North/South Page printing option

If you print labels with the North/South Page option, and th e last page is less t han full, those labels are now printed in the correct order:
Down the left column of the page. Then down the right column of the page.
Previously when you selected North/South Page, a non-full last page was printed in East/West order.
To set printing flow, such as North/South Page, choose Print > Printing Options and choose an option at the Label Printing Flow tab.

Choose default layout templates

If the current printer in the open design file is a Windows printer, you can choose a default sack and tray layout template, which will be used by default when you set up a job through the wizard.
T o set default container templates in Label Toolbox:
1. Choose Tools > Options.
2. Select the Default Wizard Templates tab. Choose a default template for sack and tray labels from the drop-down lists.
